Bechtel is providing a wide variety project and contract management services, crossing all disciplines, to customers in Western Australia to support exciting capital works programmes, including in aviation, defence and energy infrastructure. We are looking for people to join us in a long-term relationship to deliver these services in and around Perth where we are working within integrated teams with our customers and to help build Bechtel’s capabilities for even greater opportunities in the future.
Job Summary:
This role provides the management and oversight of the Commissioning and Handover from concept to completion and handover on a multidisciplinary scope of work focussing on buildings and facilities. The Commissioning Manager provides technical and management oversight of activities relating to the planning, development and delivery of the Commissioning and Handover deliverables. The work will require coordination with the other projects, sectors, and the subsequent design and delivery contractors. The Commissioning Manager has a key role in the planning and the phasing of the project in such a way that it can be tested sequentially to optimise safety, quality, schedule and cost.
During the early project phases the Commissioning Manager will work collaboratively with the client, and design/delivery contractors, regulating agencies, third parties and other stakeholders to develop the processes and procedures to govern testing, commissioning and related functions. Outputs of this work will also inform contract terms and conditions for the design/delivery agreements.
The individual is responsible for developing and executing the Testing, commissioning and Handover program. The Commissioning Manager is responsible for providing testing and commissioning and handover oversight to the various project teams to ensure that all the required activities and deliverables are complete, documentation compiled and turned over as well as providing coordination with the Engineering and Operations teams and other stakeholders.
Major Responsibilities:
- Develop Ground Transportation Consolidation Program Commissioning Procedure
- Develop a Handover Checklist / Plan
- Develop a commissioning matrix for internal stakeholder / SPOC
- Develop a commissioning risk register (Functional Risk Registers to be developed to include Security, Assets, Emergency Planning, Ground Transport)
- Monitor contractor commissioning plan
- Monitor interfacing project dependencies for commissioning
- Review contractor ITP’s
- Attend Factory Acceptance Testing
- Witness commissioning activities
- Review and monitor commissioning program
- Review commissioning results/ test plans / reports / data
- Review and attend training
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
- Experience of commissioning/integration and handover
- Experience in leading commissioning of building services systems
- Background in one or more fields related to electrical, mechanical, vertical transportation, CCTV, IT and car park boom gates
- Experience of the general tools/deliverables associated with successful project commissioning and handover activities
Required Knowledge and Skills:
- Good collaboration and interpersonal skills
- Understanding of construction processes and concepts supervision and the handover of projects
- Knowledge of industry and regulatory standards and design criteria in all the areas of commissioning
- Strong communication skills
- Computer literate in MS Office suite including word processing, spreadsheet and database applications
- Familiarity with using Electronic Document Management Systems and the various reporting tools
