Procurement Lead

Project Overview 
This position is for a major infrastructure program within the aviation sector in Ireland. Bechtel will be working in an integrated team with our client to support the delivery of a Capital Investment Plan of circa €2bn within an operating airport environment.  

The ideal candidate would be a team player capable of adaptation to an integrated team environment. A driven self-starter, confident, agile, articulate and capable of leading change by example. Collaborative and flexible to meet all the demands of the client. 
Main Responsibilities 

  • Lead and manage key procurement activities and the overall development, execution and success of the Client’s procurement strategy. 
  • Ensure procurement activity compliance with Client requirements and applicable regulations. 
  • Ensuring vendor performance meets contractual requirements by leading and managing the vendor relationships – and to apply corrective action where necessary.
  • Review, assess and improve procurement policies, processes and controls. 
  • Continue to maintain up to date best practice knowledge on relevant regulations, market intelligence, commodity trends and new sources of supply. 
  • Lead the team to implement a sourcing strategy that reduces cost and improves service and dependability. 
  • Develop long-term and short-term spend plans. 
  • Manage the Sourcing Process, including specification generation, tendering and negotiation strategies. 
  • Manage performance and outputs from your team using clearly defined targets with a focus of financial performance, quality, and collaboration. 
  • Ensure that all procurement activity is compliant with internal and external requirements and procedures, including National and EU requirements

Basic & Preferred Experience 

  • Grade 25: Minimum of 5 years’ experience in a complex procurement environment within a major capital programme.
  • Grade 26: Minimum of 8 years’ experience in a complex procurement environment within a major capital programme.
  • Experience of OJEU and EU Procurement Regulations preferred
  • NEC experience preferred
  • Leading and managing procurement teams.
  • Experience in developing and implementing procurement policies and processes.
  • Experience with advanced category management and strategies.


  • Ability to operate and execute in a dynamic, fast-paced environment with multiple priorities and challenging deadlines. 
  • Strong analytical skills and process-driven.
  • Creative problem-solving capabilities. 
  • Highly effective understanding and ability to utilise supplier market dynamics and analysis. 
  • Strong ability managing external key Supplier relationships, at executive and operational levels. 
  • Risk and financial analysis skills and the ability to interpret and utilize key financial data with a focus on Total Cost of Ownership.


  • Relevant university degree in procurement, commercial management, finance, accounting, business administration, law, project management or other related discipline.
