Project Overview:
Bechtel is building a team to deliver a major programme of heavy civil and rail works in the Dublin area. Our services include supporting our customers by providing integrated programme and construction management services to deliver on their objectives for safe, sustainable, on-time and on-budget delivery of world class infrastructure.
Job Summary:
The Contract Manager directs contract operations to ensure effective administration of contracts. They are responsible for implementing work procedures, automated contract management systems, as well as training assigned personnel to support contract administration.
Major Responsibilities:
- Develop and implement a Contract Management Program for the project that aligns with work procedures and the Subcontract/Contract Management Manual.
- Analyse the contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Site Manager on the mitigation of these risks, then closely monitor and support remedial actions and recommend appropriate tradeoffs.
- Manages the pre-award process through Bid, Evaluate and Award.
- Develops bid tabulations, bidder recommendations, and selection of bidders within delegated authority.
- Develop and manage appropriate mechanisms to monitor compliance with contract terms and conditions.
- Work with members of the project team to ensure that Bechtel or customer related actions or inactions which could result in constructive contract changes are identified and make recommendations on their resolution.
- Develop and manage a procedure to recognise and identify contract claims as they develop and manage their timely resolution under the changes provisions wherever possible, obtaining claims and legal expertise as needed.
- Provide Site Manager with reviews and analysis of contract financial data.
- Adhere to contract insurance provisions and ensure requirements are implemented.
- Perform other duties as required by Bechtel management.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- 5+ years' experience of specialism of contract management, administration and NEC experience
- A proven track record of conducting contract management in major rail projects or projects of a similar scale / complexity.
- Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
- Thorough knowledge of contract administration, home office and field procedures and documents relating to a multi-discipline construction project.
- Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
