Lead Planner, Cricket Valley (NY)

Job Summary
Cricket Valley Energy Center LLC has awarded Bechtel a contract to design and build the new, natural-gas-fired power plant, which will provide electricity for one million homes and create approximately 1,100 jobs at peak construction.  The Cricket Valley Energy Center, a 1,100-megawatt (MW) combined-cycle plant to be completed in 2020, will have a low-impact design and will use advanced emissions-control technology. Bechtel is responsible for the engineering, procurement, and construction of the generating facility, which will use General Electric power generation equipment including three combustion turbines, each paired with a heat recovery steam generator and steam turbine generator. Bechtel’s financing and development arm, Bechtel Enterprises, partnered with Cricket Valley Energy Center LLC to complete the development of the project. 

This Position is Temporary Assignment for 9 months.

The Lead Project Planner supervises schedule development, maintenance, monitoring, and recovery plan development activities. Manages integration of subcontractor schedules into overall baseline schedule.  Engages with subcontractors to ensure interface activity coordination.  Supports project organizational and administrative activities.  Establishes milestones for the total project and supervises schedule resource loading and leveling. Supports the development of scheduling standards and procedures.  Demonstrated skill in identifying, analyzing, and providing innovative solutions to planning and scheduling problems. 


Job Responsibilities


  •     Performs and/or coordinates collects, verifies, and integrates the work scope for all entities into the total project plan. Reviews the representation of project scope in schedules. Establishes the conceptual scope of schedule studies. Prepares and analyzes comparisons of scope, quantities, and cost data between the projects. Performs productivity analysis of construction operations and verifies.. Reviews labor estimates for reasonableness.
  •     Provides supervision and assistance to planners in the development and integration of individual schedules into the total project plan. Reviews the performing organization’s and unit’s work logics, and determines whether the schedules will adequately support the overall project schedule. Plans, coordinates, and establishes the level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty and designates reference job(s) for source data and/or reconciliations of quantities. Reviews completeness and reasonableness of quantities.
  •     Reviews and evaluates schedule durations for all disciplines’ activities relative to the support of project milestones. Supervises/directs the calculation of durations and other considerations affecting activity durations.
  •     Plans organizes and supervises schedule resource loading and leveling. Coordinates development of all bulk commodity release and installation curves. Integrates appropriate manpower requirements for each discipline/specialty relative to the overall project needs. Determines quantity and manpower levels in support of the project needs and schedule philosophy.
  •     Obtains required schedule information from all disciplines and subcontractors. Identifies schedule restraints and their effects on the total project schedule. Works with all departments to ensure an understanding of the total project schedule needs. Responsible for total integration of schedule activities. Identifies schedule considerations and problems resulting from interdisciplinary or group restraints and interfaces.
  •     Monitors and reports the critical path and schedule performance of the total project.
  •     Supports the development of scheduling standards and procedures. Compiles, summarizes, updates, and maintains historical schedule data. 

Job Qualification
•    Must have a Bachelor’s Degree in Engineering, Construction Management or related field with 9-13 years of project controls or cost related work experience.  In lieu of degree 15-19 years of project controls or cost control experience.
•    Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis. 
•    Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
•    Must have strong communication skills.
•    Strong experience with PC operating systems, with proficiency in several basic software applications.  Proficiency with multiple discipline-specific software applications currently used in Bechtel (Primavera P6 and Microsoft Office Applications, for example).
•    Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
•    Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.


Living Accommodations
The construction site is in Dover Plains New York.  Bechtel employees and families, who are not living Dover Plains, have settled in the nearby towns of Pawling, Poughkeepsie, and Danbury.  This position will receive temporary assignment conditions as it’s expected to last 6-9 months.
