Testing and Commissioning Manager ( Dallas, TX)

Job Summary

The Testing and Commissioning Manager will work within the client’s integrated project management team to lead the development and execution phase activities associated with the definition, planning and implementation of an integrated testing and commissioning program. This will encompass all activities of the project’s design build contractors (civil/infrastructure, rail systems supply, rail systems installation and stations), the client’s railroad company, the client’s O&M provider and related third parties.  The scope of responsibilities also includes oversight of key activities related to the conduct of testing and commissioning, including coordination of inputs between contractors to integrate design, construction and testing; establishing requirements for O&M training and handover programs; facilitating effective working relationships between the contractors, client and O&M provider and ensuring appropriate assurance and certification measures are built into the integrated testing and commissioning program and procedures.

During the development phase, the Testing and Commissioning Manager will work collaboratively with the client, design-build contractors, regulating agencies, third parties and other stakeholders to develop the processes and procedures to govern the testing, commissioning and related functions.  The outputs of this work will inform contract terms and conditions for the design-build agreements, third party master agreements which will be negotiated by the client, and the financial due diligence process which the client must undergo to demonstrate its fitness to manage the scale of the project.

Job Responsibilities: 

  • Understanding the project work breakdown structure and division of responsibilities for testing and commissioning between the design-build contractors and ensuring appropriate coordination and integration of activities are incorporated in governing programs and procedures.
  • Establishing ground rules and expectations for the contractors’ development of appropriate safety rules and procedures to govern the conduct of testing and commissioning.
  • Ensuring the appropriate logic and sequencing of integrated testing between contractors is understood and built into governing plans and procedures, with particular attention to integrated static testing of multiple systems leading to dynamic testing with rolling stock.
  • Liaising with the regulatory approval process to understand expectations and planned involvement by the Federal Railroad Administration (FRA) in system qualification testing so that appropriate measures are defined in governing programs and procedures to accommodate the FRA’s requirements.
  • Leading the development and implementation of an integrated testing and commissioning schedule for the project which incorporates the necessary requirements and time frames needed for driver and other training to support system dynamic testing.
  • Developing a system for measuring and reporting overall testing and commissioning status and for identifying and resolving test failures in support of the project’s assurance and certification requirements.
  • Developing effective relationships with each contractor’s testing and commissioning managers to establish a collaborative and supportive environment for the conduct of integrated testing.

During the execution phase, the Testing and Commissioning Manager will be responsible for organizing and leading a team to implement the programs and processes developed during the development phase and oversee the contractors’ performance during testing, commissioning and handover.  This position is considered a Key Person within the client’s contract requirements.


Job Qualifications:

  • Bachelor’s Degree from an accredited university (preferred) and a minimum of 10-15 years’ experience in design, construction and testing of integrated railroad systems (signaling, communications, traction power, etc.), preferably with high speed rail experience.
  • PE license with TX PE preferred.
  • Demonstrated organizational skills, technical writing, data management, verbal communication, presentation, and leadership of large organizations or contracts.
  • Experience working with Japanese contractors and familiarity with Shinkansen or other high speed rail systems desirable.
  • A firm understanding of project management, testing and commissioning, project controls, field engineering, technical assurance and quality control tools and processes.
