Project Overview:

Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. This position will be based in Dahej, Gujarat.

 

Job Summary:

In this role, you will lead a team to manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, commitments, and negotiations. Your oversight will ensure project subcontracting is consistent and that requirements have been implemented.

 

Major Responsibilities:

Subcontract Management

  • Acts on own initiative on assigned subcontracts of increasing value and complexity.
  • Gathers and compiles support data for the preparation of documents and the management of subcontracts.
  • Assists Subcontract Manager or more senior Subcontract Professional in completion of the various tasks.
  • Organizes materials for the preparation of meetings, presentations, and prepares periodic status reports.

Contract Administrator Typical Responsibilities

  • Implements the assignment of various contract management tasks and the standard work process and procedures applicable to Contract Management in monitoring and controlling EPCM and other contractors post award.
  • Monitors contractors’ contractual (including statutory) compliance.
  • Attend or lead, as required, contractor meetings including, as required, kick-off, work coordination and progress review meetings.
  • Conducts periodic progress review and closely review / monitors contractor progress. Elevate cases of delays or non-performance.
  • Track contractors’ alignment to the overall contracting strategy on a continuous basis.
  • Assesses assigned contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Utilizes resolution and escalation mechanism for timely resolution of issues with involvement of multiple stakeholders.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, contract performance, contract management and other major matters. Networks and connects with senior internal and external personnel in own area of expertise.
  • Manages contract changes by researching and gathering information, recommending resolution to RIL management, negotiating when requested, and implementing settlement.
  • Participates in contractual discussions.
  • Monitors contractor submittals including insurance certificate and securities. Review and approve execution plans of assigned contractors.
  • For invoice review, verify the milestone deliverables and recommend to RELIANCE to certify the milestone payments.
  • Communicates information to the project team to ensure mutual understanding of contract terms and conditions.
  • Prepares periodic status reports for PMC management.
  • Utilizes standard documentation and automation tools for contract administration. Seeks and implements modification of standard documentation as required by specific project/site needs.
  • Identify redundant steps in the processes for continual improvement. 

 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience.

 

Required Knowledge, Skills, and Abilities:

  • Basic knowledge of contracting rules, policies and practices.
  • Specialized courses or experience in pricing, contract law, negotiations and accounting.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
  • Demonstrated oral and written communication skills.
  • Experience in developing and recommending potential solutions to contractual problems to management.
