Job Summary:

In this role, you will lead a team to manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, commitments, and negotiations. Your oversight will ensure project subcontracting is consistent and that requirements have been implemented.

 

JOB DIMENSIONS:

  • Reports to and receives supervision and operational guidance from the assigned Project Manager.
  • Receives functional guidance from the global business unit Manager of Supply Chain.

  • Maintains working relationships with project management team and assigned contracts personnel and other internal stakeholder personnel to perform assigned duties.
  • Maintains working relationships with bidders involved with the performance of assigned work.

Major Responsibilities:

  • Participates with the project team in defining and developing the scope of Contracts work, and in preparing and coordinating Contracts plans, procedures, schedules, estimates, forecasts, and budgets
  • Prepares and/or directs preparation of commercial terms and conditions for use on project contract documents, ensuring that requirements of the prime contract are incorporated
  • Prepares Contracts work hour requests with the assistance of functional personnel and monitors project Contracts work hour expenditures, including support offices, to ensure operations are within approved budgets
  • Prepares or directs preparation of the project Contract procedures in conjunction with global business unit and Corporate functional management; contributes to the project procedures; monitors the Contract team’s implementation of the project procedures; revises procedures and secures approvals as necessary
  • Coordinates Contract execution plan with Engineering and Construction plans and operations to ensure that input from these disciplines will enable Contracts to perform its functions in accordance with project plans
  • Reviews contract evaluations with global business unit functional managers and the global business unit Manager of Supply Chain
  • Provides operational direction and/or supervision to all assigned subcontracts personnel and monitors operations to ensure all activities are performed in accordance with project requirements and applicable directives, management instruction, procedures, and functional guidelines
  • Develops and implements the subcontracting strategy for assigned project, including development and translation of the supply chain strategy into a specific working contracting plan
  • Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority
  • Ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures
  • Reviews and recommends bid selections that require higher approval authority
  • Reviews prime contract between customer and Bechtel and takes action to ensure appropriate provisions are reflected in the commercial terms and conditions, and pricing conditions of the master contract forms
  • Provides guidance in the development, monitoring, and maintenance of project master subcontracts forms, including legal and commercial terms and conditions to be included in the project subcontract documents
  • Reviews and approves proposed negotiating plans developed by subordinate personnel in the commitment and resolution of commercial conditions of contracts, and participates in direct negotiations when required
  • Ensures that project subcontracting is consistent with all applicable policies, management instructions and procedures and those requirements have been implemented in the assigned area or project subcontract operations

Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience in lieu of degree.
 

Required Knowledge and Skills:

  • Additional specialized training or certifications in the field of contracting is an asset.
  • Proficiency in all phases of the formation and administration of contracts and contract agreements, including types, terms, and legal requirements.
  • Skilled in working with and communicating effectively both orally and in writing with other project functional groups, including Project Management and other Service organization Leaders.
  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Working knowledge of procurement regulations, policies, and practices. Practical knowledge of US Government contracting requirements, cost reporting, and generally accepted accounting practices is an asset.
