Position Summary:

Bechtel is seeking a Deputy Quality Manager for the Manufacturing and Technology team, based in Columbus, Ohio.

The Deputy Quality Manager reports to the Project Quality Manager and provides leadership to quality activities conducted on the project as well as implementation of the project quality plan and programs.


The Deputy Quality Manager shall lead and mentor quality team members and monitor the project quality activities to ensure compliance with the approved standards, specifications, procedures and schedules. The Deputy Quality Manager will be the subcontract manager for the clean protocol subcontractor, manage the Build it Clean Program and Cleanroom Certification across all project functions and site contractors.



  1. Participates in development, coordination, communication and concurs with Quality policies, standards, core programs and procedures for use across the project.
  2. Aligns quality culture and programs with business strategy to improve project performance.
  3. Builds and drives competency/training program to drive the quality culture and processes across the project.
  4. Manages the project level Quality Management System certification and represents the project/GBU during audits conducted by client, management, or regulatory agencies.
  5. Provides oversight/review/evaluation of projects at project request and manages the schedule for quality oversight reviews.
  6. Provides oversight and input to the quality elements of project execution plans, procedures and project quality plans.
  7. Participates in client interactions to achieve alignment.
  8. Develops schedule, budgets and staffing planning for quality activities.
  9. Manages and coordinates talent acquisition/strategic hires and assignment within the project (with D&I considerations).
  10. Coordinates, schedules and communicates Project Management Review requirements with functions to ensure management review goals and objectives are met.
  11. Leads and directs discussions in management reviews.
  12. Presents quality strategy and program elements to senior management and clients.


Qualifications and Skills

Basic Qualifications:

  • Bachelor degree in an engineering or scientific discipline, quality assurance or business administration from an accredited university and a minimum of 15 years experience in a field of engineering, environmental, procurement, construction, testing, operations, or quality assurance; or in lieu of formal degree, specialized courses or certifications (ASME/ANSI, ASQ) in engineering, quality or a specialized discipline and a minimum of 21 years of experience in a field of engineering, environmental, procurement, construction, testing, operations or quality assurance.
  • Prior experience as a project Quality Manager.


Minimum Qualifications:

  • Recent experience in performing work under a quality assurance program and it’s application to engineering, environmental, procurement, construction, testing, training or operations.
  • In depth knowledge in performance improvement activities specific to People Based Quality, Lessons Learned, Lean Six Sigma, and Self Assessments to include application on Mega Projects.


Preferred Qualifications:

  • Human Performance leadership and instruction.  
  • Demonstrated leadership in management of change initiatives.
  • Proficiency in oral and written communications.
  • Proficiency in providing direction and on the job training to assigned personnel.
  • Proficiency in establishing and controlling budget.
  • Proficiency in the use of a PC computer and Microsoft software.
  • Thorough knowledge of Bechtel's administrative practices and supervisory experience.
  • Thorough knowledge of and experience with construction codes and standards.
  • Previous experience in the application of quality assurance requirements related to Engineering, Construction, and Procurement of major Construction Projects.
  • Bechtel Project Quality Manager Certification (BCERT) (optional).
  • Yellow Belt, Black Belt, or Champion Six Sigma Certification (optional).
