Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC) and Tier 3 investigation. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Continuous Improvement Practitioner at the Pueblo, CO project location. Reporting to the Performance Management Supervisor and part of the wider Project Quality & Performance Management team, the successful candidate will support the implementation of the Quality Assurance and Continuous Improvement programs.  Responsibilities include participation in audits, surveillances and assessments; working across teams to ensure corrective actions are documented, effective and closed adequately; leading and supporting causal analysis activities; and analyzing process management systems, data and metrics to identify opportunities for improvement.  

 

This is a long-term assignment.  Hours are from 6:00am – 4:30pm, Monday – Thursday.  At times, this position will require over-time hours and/or shift work on a rotating shift schedule.

 

  • Responsible for support and implementation of Continuous Improvement and Quality processes, including Audits and Assessments and the Quality Core processes (Closed Loop Corrective Action, People Based Quality / Human Performance Improvement, Lessons Learned and Continuous Improvement)
  • Monitors, analyzes and reports quality metrics and data from process management systems to identify trends
  • Applies basic Continuous Improvement tools to analyze processes and opportunities for improvement
  • Provides SME mentoring and facilitation of causal analyses, including Root Cause Analysis
  • Recommends closure to process gaps as they relate to compliance, efficiency and effectiveness
  • Provides mentoring/recommendations and support to project personnel in the correction of deficiencies
  • Provides project support in identifying and reporting conditions that require corrective action by management and follows up with responsible managers to ensure adequacy of completion.

 

Basic Qualifications

Grade 23

  • Bachelor’s Degree in Engineering or scientific discipline; Business Administration, Behavioral Science or related discipline, and 1 year of related experience in developing/implementing compliance-based products/processes/procedures or quality program elements
  • In lieu of a degree, 7 years of related experience.
  • Must be a US Citizen.

 

Grade 24

  • Bachelor’s Degree in Engineering or scientific discipline; Business Administration, Behavioral Science or related discipline.   3 years experience with developing/implementing compliance-based products/processes/procedures or quality program elements
  • Must be a US Citizen.

 

Minimum Qualifications

  • Demonstrated ability to plan, organize and monitor a wide variety of team efforts to their conclusion
  • Excellent communication skills, both written and verbal
  • Ability to interact with all levels of project staff and management
  • Ability to manage multiple priorities in a fast-paced environment
  • Experience in Microsoft Office programs for word processing, spreadsheets, and email; computer literate in database applications
  • Strong math and basic statistical analysis skills
  • Experience with establishing, monitoring, and/or analyzing data and reporting results

 

 

Preferred Qualifications

  • Awareness of compliance standards (ISO 9001 (Quality)/14001 (Environmental) Certified Auditor)
  • Knowledge of Bechtel's Corrective Action Program or experience with a similar program
  • Experience conducting event investigation and causal analysis (Trained Cause Analyst)
  • Experience in the implementation and management of a continuous improvement program (Six Sigma Yellow Belt or Green Belt trained / certified)
  • Knowledge of project-specific processes and procedures
  • ISO 9001 (Quality)/14001 (Environmental) Certified Lead Auditor
  • Previous PCAPP or Chem Demil experience

 

 

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
