Project Overview:
Bechtel helps customers deliver projects of purpose that create a lasting positive legacy globally. These large, complex, and multi-disciplined projects create jobs, grow economies, and provide opportunities for local and regional communities.
The Eva Copper Mine Project is a greenfield resource poised to become the largest new mine in Queensland, Australia. It is located in Cloncurry on the traditional lands of the Kalkadoon people. The Project is owned by Harmony, a world-class gold and copper mining and development company with assets in South Africa, Australia, and Papua New Guinea.
Bechtel is delivering the Engineering, Procurement and Construction (EPC) scope for the Eva Copper Process Plant and Non-Process Infrastructure. Bechtel is providing these EPC services across all disciplines and functions for this exciting capital project.
Job Summary:
In this role, you will manage procurement activities within the project's temporary operating and jobsite locations. You will ensure that procurement operations satisfy project requirements and conform to established global business unit, project and corporate policies, instructions, procedures and guidelines.
You will lead purchasing personnel in the performance and completion of project procurement commitments through bidding, evaluation, and award. You will supervise preparation of bidder lists, review bids for accuracy, and recommend bid selections. Your oversight will ensure commitments are accurately represented and that supplier performance meets requirements.
This role is offered on a FIFO basis to North Queensland, operating on a 2:1 roster
Major Responsibilities:
- Ensures that Procurement operations at project temporary operating and jobsite locations function professionally and conform to corporate, global business unit, and project policies and procedures in functional areas for which Procurement is responsible including:
• Field Purchasing & Expediting
• Field Supplier Quality services
• Field Traffic & Logistics
• Field Materials Management (e.g. receipt, inspection, storage, inventory control, physical security and issue of all materials and equipment)
• Disposal of surplus material and equipment. - Establishes requirements for and seeks management and client approval for facilities and equipment necessary to provide for effective and efficient Field Procurement operations at project temporary and jobsite locations.
- Prepares procedures and instructions establishing Procurement responsibilities and methods of operations pertaining to activities at project temporary operating and jobsite locations in accordance with construction Standard Work Process Procedures, global business unit procedures, Procurement policies and procedures and Field Procurement guidelines.Establishes a continuing program to dispose of surplus materials and equipment as they are identified as excess to project needs by the client and management.
- Supervises assigned personnel on a large sized project in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures.
- Reviews commercial bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authorityEnsures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities, as contained in the Procurement Procedures.
- Executes commitments within delegated signing authorityReviews prime contract between customer and Bechtel and makes recommendations to designated manager to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master Purchasing pro-forma documents.
- Develops, monitors, and maintains project master Purchasing pro-forma documents, including legal comments to commercial terms and conditions
- Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases.
- Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Supply Chain Governance.
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
Required Knowledge and Skills:
- Direct construction/mining industry experience is required.
- Demonstrated experience supervising a team is required.
- Prior experience managing field procurement operations (purchasing, expediting, traffic and logistics, materials management) is preferred.
- Experience in project closeout and/or managing a surplus material program is preferred.
