Job Summary:
The Electrical Program Manager (EPM) provides full program-level leadership for all electrical construction activities. This role is accountable for end-to-end execution including safety, planning, direct hire, subcontracted work, schedule performance, budget management, and system turnover. The EPM ensures continuity of electrical work across all areas and drives alignment between engineering, procurement, construction, and commissioning teams.

Major Responsibilities:
- Owns full program management of all electrical construction activities across multiple areas and scopes (direct hire and subcontract)
- Programmatic oversight of both direct hire and subcontracted electrical workforces including planning, staffing, and execution strategies across all areas and scopes
- Establishes and enforces programmatic electrical execution strategies including sequencing, installation methods, and energization planning
- Ensures continuity of electrical work across all work fronts and areas while eliminating gaps and inconsistencies between areas, scopes, and phases
- Leads implementation and control of the Lockout/Tagout (LOTO) program and ensure strict compliance across all teams (including subcontractors) and areas
- Owns all aspects of electrical safety including program development, field execution, and risk mitigation
- Drives production performance and productivity improvements across all electrical scopes
- Develops, monitors, and enforces project schedules ensuring alignment with commissioning and turnover milestones
- Manages electrical budgets, cost forecasting, and productivity tracking to ensure financial performance targets are met
- Leads coordination between construction, engineering, procurement, and commissioning to ensure seamless execution of the project schedule
- Oversees energization readiness, turnover completion, and system acceptance processes
- Identifies and mitigates program-level risks impacting safety, schedule, cost, or quality
- Provides leadership and direction across area teams to maintain consistent standards and execution approaches
- Serves as the primary authority for electrical construction decisions at the program level
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
- Extensive experience leading electrical construction on large, complex industrial programs
- Proven experience managing both direct hire and subcontracted workforces
Required Knowledge and Skills:
- Demonstrated leadership in safety programs including LOTO implementation and control
- Strong understanding of construction sequencing, energization planning, turnover and commissioning processes
- Ability to manage schedule, cost, and productivity across multiple work fronts simultaneously
- Experience on large-scale industrial or mission-critical construction programs
- Strong background in electrical commissioning and startup coordination
- Experience working in EPC project environments
- Demonstrated ability to lead across multiple organizations and stakeholder groups
- Site-based role requiring frequent field presence on active construction project
- Ability to walk, climb, and work in varying site conditions including elevated or tight spaces
