Job Summary:

Bechtel is seeking a Chief Engineer to lead and manage the Electrical Engineering department within the Manufacturing and Technology Business Unit (M&T). The prime roles and responsibilities include:Plans and conducts independent work within M&T to support all business lines (Semiconductor, Electric Vehicle, Battery, and Data Center) requiring judgment in (1) driving technical excellence and innovation, performing evaluation, selection, application and adaptation of engineering techniques, procedures, tools, standards and criteria; (2) providing functional oversight to projects, leading technical/project reviews and staffing with right skill sets; and (3) providing strong and active leadership in recruiting, training, developing people and performance assessments.

Major Responsibilities:

  • Plans, develops, directs, and participates in the day-to-day electrical engineering activity on medium to large sized complex projects that require very major electrical engineering effort, or may be assigned responsibility for multiple smaller projects within a global business unit utilizing relevant Engineering Department Procedures (EDPs), design standards and guides, and Bechtel Standard Application Programs (BSAPs)
  • Supervises, coordinates, and reviews the work of electrical engineering personnel assigned, estimates staffing needs and schedules and assigns work accordingly
  • Provides the technical input to meet procurement requirements
  • Prepares or oversees the preparation of discipline estimates and work plan in accordance with project scope, schedule, and budget, and manages implementation and performance accordingly
  • Maintains contact with other disciplines to ensure the coordination of the work within the project(s) and compliance with Bechtel/client requirements
  • Reviews and makes recommendations of the electrical aspects of bid evaluations and awards for approval by project engineering
  • When directed, coordinates with client representatives to obtain their approval of electrical aspects of the work
  • Reviews and approves key calculations, licensing evaluations, design documents, supplier drawings and data, material specifications, drawings, and change orders, for the project to which assigned
  • Ensures that assigned electrical personnel receive appropriate on-the-job training for their professional development

Education and Experience Requirements:

  • BS degree in Electrical Engineering from an accredited university or college (or international equivalent) with minimum 15 years of progressive relevant experience with a minimum 8 years in engineering leadership role.

Required Knowledge and Skills:

  • PE registration in at least one state.
    Prior experience on executing Electrical Engineering works in EPC projects.
  • Extensive technical knowledge of engineering systems, engineering calculations, applications of engineering methods and materials and applications of computers 2-D and 3-D computer aided design (CAD) and computer aided engineering (CAE) to engineering problems.
    Proficient knowledge of global business unit activities and operations including business development, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.ETAP calculation experience is required.
  • Demonstrated depth and breadth of technical competency in at least one of the following subjects: Gas Insulated Switchgear, High Voltage Installations, Customer Owned High Voltage Transmission Lines,
    Prefabricated Substations, Electrical System Design and Analysis, Electrical Calculations (Load Flow, Motor Starting, Short Circuit, Harmonic Analysis, Transient Stability, Relay Coordination, Arc Flash), 
  • Protective Relaying, Power Management Systems, Power Transformers, High Power Adjustable Speed Drive Systems, Battery Energy Storage Systems (BESS), PV/Wind Energy, Microgrid Systems, etc.
    Ability to present technical design issues to the customer and supplier and the ability to recommend solutions based on knowledge and experience.Previous experience preparing estimated quantities, jobhour estimates, and schedule planning.
  • Extensive progressive work experience, including supervision, preferably in project and staff design engineering or architectural design or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.
  • Experience working in, or coordination with other disciplines.
  • Prior work experience being responsible for the engineering progress and performance reporting within a project earned value management system and trending program.
    The candidate has strong applicable experience in project design/execution with previous demonstrated experience and ability in the specific discipline along with various types of systems associated with the different types of projects.
  • Demonstrated experience in Microsoft office programs and other discipline-specific computer programs.
  • Broad knowledge of industry/regulatory codes and standards, standard application programs, engineering processes and procedures, and project controls and design criteria used in the discipline.Broad knowledge of administrative practices.
  • Proficient in negotiation in dealing with client representatives.
  • Demonstrated strong frontline leadership skills and emphasis on continuous improvement and team building and an ability to cope with conflicting deadlines, frequent interruptions, and multiple tasks.
    Must be willing to travel for business.
