Job Summary:

  • Manages and monitors procurement operations of Chennai office.
  • Ensures that performance of the work is consistent with applicable policies, procedures, and objectives and meets global business unit and project needs.
  • Supports development of regional and global procurement strategies. 

 

Job Dimensions:

Supervision Received Reports to and receives technical and operational guidance from the India office Manager of Procurement and Contracts.

Supervision Exercised Provides technical, operational, and functional guidance to India office Project Procurement Managers and other team members. 

 

Major Responsibilities:

  • Maintains regular communication with the global business unit functional and project Procurement Managers to maintain knowledge of projects’ progress to apply required management direction, or corrective action. 
  • Review project procurement execution plans, acquisition strategies with procurement leads and provide local, regional, and industry knowledge in execution planning.
  • Periodic review of India office project procurement performance to identify good practices, lesson learnt, and challenges in execution and provide required support to enable success of teams. 
  • Channelize good practices and lesson learnt across projects.
  • Conducts in-depth functional review of project procurement in line with Global Business Unit guidelines.
  • Supports Manager of Procurement and Contracts in hiring, staffing planning and other functional activities.
  • Identifies training needs and directs application of training programs to ensure that the assigned Procurement personnel have satisfactory knowledge of their level of work to perform including Monitors preparation of project/proposal Procurement work hour estimates, budgets and schedules to ensure that these are developed realistically and that they meet organization/project objectives. 
  • Periodically reviews project Procurement activities to ensure that operations are within approved work hour estimates, budgets and schedules, and if not, directs the preparation of a revised budget request and/or a change in activities.  

 

Education and Experience Requirements:

Level 1

  • A bachelor’s degree in mechanical, Civil, Electrical, Electronics or Production Engineering from a reputed University. 
  • Post-graduate specialization in Supply Chain Management preferred. 12-15 years of industry experience including 3 years in a senior leadership role in a reputed EPC company working on global oil and gas, refinery, and petrochemicals projects.  

Level 2

  • A bachelor’s degree in mechanical, Civil, Electrical, Electronics or Production Engineering from a reputed University. 
  • Post-graduate specialization in Supply Chain Management preferred. 15 + years of industry experience including 3 years in a senior leadership role in a reputed EPC company working on global oil and gas, refinery, and petrochemicals projects

 

Required Knowledge and Skills:

  • Proficiency and experience in project Procurement operations at both jobsites and office locations. Knowledge of personnel procedures and policy.
  • Experience and skill in supervision, including selection, hiring, training, development, performance evaluation, career counseling, and salary administration.
  • Thorough knowledge of planning, scheduling, cost control, and quality control functions. Experience and/or familiarity with, purchasing, expediting, supplier quality, logistics, and field procurement operations.
  • Experience in pricing, contracts law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Knowledge of contracts management or claims primarily on international projects
