Job Summary

Manages the Project Controls department activities in a central functions staff role to support staffing and technical activities for Chennai Office. Provides technical and administrative guidance to Project Controls team in Chennai.

Responsible for overall Planning & Cost Engineering Profiles & activities for the Chennai office or other designated areas of responsibility within a global business unit. Participates in discipline specific policy development. Provides oversight to Project controls teams deployed on Projects being executed from Chennai office.

 

Job Responsibilities

  • Responsible for discipline operating plans and discipline performance within the Chennai office.
  • Provides oversight to Project controls teams deployed on Projects being executed from the Chennai office.
  • Provides direct input to proposals, strategic plans, client presentations, and contract negotiations.
  • Participates in developing discipline specific local business unit policies.
  • Participates in evaluating discipline specific office workload and staffing plans.
  • Participates in Project Controls Committee activities.
  • Reviews project work plans.
  • Responsible for the quality and timeliness of cost estimates, budgets, financial reports, and schedules.
  • Makes presentations to management and clients.
  • Responsible for Chennai office departmental personnel administration and development.
  • Responsible for the implementation of department training programs.
  • Performs audits to ensure the quality of estimating, cost engineering, and planning/scheduling functions.
  • Responsible for the effective implementation of department procedures used for service cost estimation and for monitoring and controlling costs and schedules.

 

Job Knowledge 

  • Thorough knowledge of and demonstrated experience in all aspects of cost engineering, planning, and scheduling and management information activities in the field and home office environments. Experience in developing budgets and forecasts for capital investments, proposals, capital expenditures, and general expenses.
  • Skilled in developing and implementing cost and schedule control systems, techniques, and procedures.
  • Skilled in developing Project Control training programs, including developing curricula, selecting instructors, teaching, and monitoring the effectiveness of programs.
  • Expert level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel / EPC Industry.
  • Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience. Knowledgeable about current industry and technical developments.
  • Skilled in oral and written communication, with demonstrated skill in presenting cost engineering and planning and scheduling information to management and clients.
  • Demonstrated skill in management, supervisory, and personnel administration functions.
  • Demonstrated skill in formulating and presenting new concepts for the India office, GBU and corporate policy.

 

Basic Qualifications

  • Bachelor’s degree in an engineering or scientific discipline, and/or equivalent knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. 
  • Prior planning/scheduling experience in EPC Industry for 18 + Years.

 

Additional Qualifications

  • Experience of use of Planning Software, (Primavera) for 10+ Years.
  • Expert level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel / EPC Industry.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
  • Skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.
  • Proficiency with PC operating systems, with proficiency in several software applications ( Primavera, Ecosys, MS Project).
