Job Summary:
The Project ESH Manager oversees the development and implementation of an ESH program on a major project. This includes technical and administrative aspects; compliance activities; personnel; and processes, plans, procedures, systems, and policy associated with all ESH disciplines. This involves administrative and field tasks per established industry practices, procedures, and regulatory and Bechtel requirements. The position reports to the Project Manager. #LI-AE2
Major Responsibilities:
- Oversee the development, implementation, and continual improvement of the project Environmental, Safety, and Health (ESH) program, including all technical, administrative, and compliance aspects across all ESH disciplines.
- Assure that ESH requirements are properly interpreted and integrated into project planning documents, design criteria, construction and operational plans, schedules, training programs, procurement activities, and subcontract documents.
- Apply Bechtel’s ESH Management System and standards (core processes) to achieve, maintain, and continually improve ESH program execution and compliance with contractual, regulatory, and corporate requirements.
- Provide ESH leadership and technical support to project functional groups (engineering, construction, procurement, subcontracts, commissioning, project controls, and document controls) to ensure ESH requirements are effectively addressed in work products and field execution.
- Serve as the primary ESH interface with clients, regulators, and third‑party auditors, including participation in regulatory inspections, formal audits, and executive‑level briefings.
- Prepare and review ESH technical documentation, regulatory notifications, and compliance reports in accordance with contract requirements, applicable laws and regulations, and Bechtel standards.
- Assure that required permit applications, studies, assessments, and reports are completed accurately and submitted in a timely manner.
- Develop, implement, and maintain the project Safety and Health Management Plan, discipline‑specific plans, project‑specific control plans, and ESH training and awareness programs in compliance with Bechtel standards, contract requirements, and regulatory obligations.
- Lead ESH risk identification and assessment activities, emphasizing the use of risk‑based methodologies to prevent incidents, protect people and the environment, and support continual improvement.
- Develop and oversee ESH emergency preparedness and response plans and actively participate as a member of the incident command team to manage emergency situations, coordinate evacuations, and oversee response and recovery activities.
- Evaluate ESH performance data, trends, and leading and lagging indicators to identify systemic issues, determine corrective actions, and verify effectiveness.
Additional Responsibilities:
- Establish and maintain effective working relationships with internal and external stakeholders, addressing ESH concerns in a timely and professional manner.
- Participate in meetings with clients, project team members, contractors, and subcontractors to communicate ESH expectations, review performance, and drive accountability.
- Establish and manage subcontractor ESH performance requirements, including prequalification, onboarding, monitoring, corrective action, and enforcement of contractual ESH obligations.
- Track, analyze, and report ESH performance and compliance status throughout the project lifecycle, including identification of risks with potential cost, schedule, or reputational impacts.
- Serve as the subcontract technical representative for specialized ESH studies and support services.
- Coordinate with the global business unit ESH Manager regarding significant issues, risk exposure, lessons learned, and corporate support needs.
- Conduct and oversee ESH inspections, assessments, and audits to verify compliance with contractual commitments, applicable laws and regulations, and Bechtel requirements.
- Support internal and external ESH assurance activities, including audits, reviews, and readiness assessments, and ensure timely closure of findings.
- Manage the project ESH budget, staffing plan, and resource allocation to support project execution.
- Identify, recruit, develop, and retain an ESH team with the necessary technical expertise and leadership capabilities.
- Provide leadership, coaching, and performance management for project‑assigned ESH personnel across all disciplines, fostering a strong ESH culture and high‑performing team environment.
- Maintain overall responsibility for ESH program execution, ensuring adherence to contract requirements, quality standards, and client and Bechtel ESH performance expectations.
Education and Experience Requirements:
- Requires Master of Science degree (or equivalent) in environmental science, occupational safety, industrial hygiene, health, or a closely related discipline from an accredited university or college with 12 or more years of relevant experience; or Bachelor of Science degree (or equivalent) in a related discipline with 14 or more years of relevant experience; or Associate’s degree (or equivalent) in a related field with 16 or more years of relevant experience.
- Demonstrated leadership experience managing and developing multi‑discipline ESH teams on large or complex projects, including supervision, coaching, and performance management.
- Strong working knowledge of applicable environmental, safety, and health laws, regulations, and industry standards, with the ability to interpret and apply regulatory requirements to project execution.
- Proven ability to interface directly with clients, regulatory agencies, and auditors during inspections, audits, and enforcement actions, including preparation and delivery of executive‑level briefings.
- Experience developing, implementing, and sustaining ESH management systems and risk‑based programs aligned with Bechtel standards and recognized international frameworks, including ISO 14001 and ISO 45001.
Required Knowledge and Skills:
- Strong analytical and computer skills to support ESH data management, performance trending, dashboards, reporting, and decision‑making.
- Demonstrated expertise in incident investigation, root cause analysis, and corrective action management, including experience with continuous improvement methodologies such as Lean or Six Sigma.
- Ability to lead ESH risk identification and mitigation efforts with an understanding of potential impacts to project cost, schedule, and reputation.
- Excellent oral and written communication skills, with the ability to clearly convey ESH requirements, risks, and expectations to craft professionals, project leadership, clients, and senior management.
- Strong organizational skills with the ability to manage multiple priorities, support varied work shifts, and adapt to changing project conditions.
- Experience working in active construction and field environments, including the ability to perform site inspections and work outdoors under varying weather conditions.
- Knowledge of ESH contractual requirements, subcontractor performance management, and commercial risk considerations related to ESH non‑compliance.
- Valid driver’s license.
Additional Qualifications:
- Demonstrated interest, training, and experience in applied sciences.
- Knowledge and experience with ISO 14001 and ISO 45001 Management System standards and certified as an ISO 45001 internal auditor.
- Professional certification (e.g., ASP, OHST, CSP, CIH) or progress toward certification is highly desirable.
- Broad technical knowledge, science skills, and technical writing abilities.
