Project Overview:
The ML2 project is the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide a physical interface with KSC launch sites’ ground systems.
Job Summary:
The Tagging Authority (TA) is responsible for managing, coordinating, and enforcing the Lock-Out/Tag-Out (LOTO) program during the Construction/Commissioning & Startup transition, Commissioning, transfer to Operations and up to and including substantial completions and final handover to the Customer. This role ensures that all energy isolation activities are conducted safely, in accordance with corporate, projects and regulatory standards to protect personnel, equipment and the environment.
The TA will coordinate directly with Construction, CSU disciplines leads and where applicable 3rd Party Subcontract leads in the planning and safe execution (application) of the LOTO program, which includes the preparations and issuance of applicable Work Authorization (WA) Packages for systems already turned over to CSU. #LI-EH1
Major Responsibilities:
- Act as the primary authority and single point of accountability for all LOTO activities on temporary and permanent plant equipment, systems during the balance of Construction activities and through the Commissioning & Startup phase of the project.
- Coordinate isolation planning with Construction, Commissioning, Operations and 3rd Party Subcontract personnel.
- Prepare, approve and issue LOTO documentation (including Work Authorizations) in accordance with site specific energy isolation procedures and protocols.
- Ensure correct identification and verification of energy sources, including mechanical, electrical, hydraulic, pneumatic, chemical and thermal sources.
- Maintain an accurate and up to date LOTO register (Q4 program will be used on ML2) and tagging logs for all issued isolations.
- Maintain LOTO equipment, office location.
- Prepare and chair, daily LOTO, Work Authorization planning meetings.
- Support / participate in Simultaneous Operations (SIMOPS) planning meetings.
- Perform pre LOTO site/equipment walkdowns (with applicable discipline leads) with applicable Electrical and / or Mechanical system documentation to verify equipment, boundaries of isolation and all related safety related requirements (barricades, signage etc.).
- Perform field verifications of isolations to ensure compliance with regulatory and project specific requirements.
- Conduct LOTO audits and inspections to ensure compliance with regulatory requirements and project standards.
- Perform Site specific LOTO training for all site personnel on the LOTO program and procedures.
- Be proactive in the development, coaching of sound and safe equipment isolation processes and practices. Help to develop a solid safety culture around the LOTO, Work Authorization programs.
- Support pre-commissioning and commissioning activities by providing isolation support for punch list clearance, functional testing, energization and turnover activities.
- Interface with Project Engineering, Construction and Commissioning to ensure permanent plant LOTO requirements are integrated into the balance of project planning and execution.
- Participate in incident investigations involving energy control systems and recommend improvements.
- Participate in system turnover and operability walkdowns.
- Initiates requisitions for field purchases of LOTO materials and prepares quantity takeoffs of field purchased material and equipment.
- Tracks field purchases and other purchases required for CSU using procurement systems or other database programs as required.
- Monitors testing equipment to assure conformance with LOTO boundaries and requirements, that work methods are undertaken safely and activities are supported to meet schedule and cost.
- Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Advanced knowledge of pertinent industry and regulatory standards.
- Demonstrated experience in energy isolations and LOTO systems in a large-scale project or operating settings.
- In-depth knowledge of OSHA, ISO or equivalent energy control and isolation regulations and best practices.
- Strong understanding of P&IDs, single-line diagrams and isolation schematics.
- Experience using electronic permitting or isolation management systems in an asset as ML2 will be utilizing the Q4 system to plan and manage ALL LOTO scope.
- Strong organizational and communications skills.
- High attention to detail and commitment to safety.
- Ability to work in multi-disciplinary and multicultural team environments.
- Proactive mindset and strong problem-solving abilities.
- Experience with initial equipment and system startup
- Experience with operation of electrical and pneumatic equipment and systems in accordance with design requirements including operation from local control systems/panels an added attribute.
- Understanding of applicable Bechtel work processes including Standard Work Process Procedures (SWPPs) and Standard Test & Commissioning Procedures (STCPs).
- Good working knowledge of Project Bechtel Standard Applications (BSAPs) including TEAMWorks, Setroute, Unifier, Aconex, Q4, and other automation tools which are used on Bechtel projects.
- Good working knowledge of the Microsoft Office Suite.
Additional Information
Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task.
