Project Overview:
The ML2 Project involves the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions.
Job Summary:
In this role, you will participate in subcontract formation, administration and closeout activities associated with subcontracting of services. Formation activities include leading and preparing Request for Proposal (RFP) packages with input from other functional organizations. Administration and closeout activities include subcontract post-award administration duties, including change order management, contractual compliance, invoice verification, performance evaluation, closeout and records retention.
This position is full-time on site at the ML2 project. #LI-SF1
Major Responsibilities:
Subcontract Formation:
- Works in unison with other functional departments in the formulation of RFP packages and issues RFPs to approved bidders.
- Pre-qualifies bidders and prepares bidders lists.
- Coordinates and tracks bidders’ questions and responses to questions.
- Receives bids, coordinates technical evaluation and evaluates bids commercially
- Prepares Commercial Bid Summary and recommendations
- Leads negotiations in the commitment of subcontracts
- Recommends subcontract award and secures approvals in accordance with established procedures
- Prepares subcontract documents for execution
- Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and the subcontractors on all contractual matters.
Subcontract Administration
- Performs subcontract post-award administration duties
- Negotiates with subcontractors and customers to obtain settlement and prepares change order and amendment documentation
- Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
- Prepares periodic status reports for management
- Ensures that project contracting of goods and services is consistent with established directives, management instructions and contract procedures
Subcontract Closeout
- Prepares files for closeout in accordance with procedures
- Ensures final files are compliant
- Obtains requisite information from subcontractors required to complete closeout
- Ensures files are retained per project procedure
Education and Experience Requirements:
Level 1
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Level 2
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Demonstrate experience in both Contract Formation and Administration.
- Must possess a good working knowledge and understanding of subcontracting concepts, principles and practices, and the techniques of ensuring task completion, project delivery processes, and subcontractor relationship expectations.
- Knowledge of Federal Acquisitions Regulations (FAR)
- Demonstrated experience and skilled in determining contract price reasonableness.
- Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims negotiation and dispute resolution.
- Excellent written and verbal communication skills.
- Knowledge of standard computer applications such as Microsoft Office.
- Knowledge of Bechtel Procurement processes and procedures
- Knowledge of Bechtel’s standard applications used by the Supply Chain function.
