Project Overview:
Bechtel currently manages the Mobile Launcher 2 Project which is the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions.
Job Summary:
In this role, you will coordinate and support completions certification activities and turnover/handover for a project, through construction, commissioning, and handover phases of the program. You will liaise with stakeholders to identify gaps in upcoming packages and focus on areas to support the completions effort. Your work will help ensure projects are completed on time and meet contractual requirements. #LI-EH1
Major Responsibilities:
- Ensures coordination of activities supporting completions certification and turnover/handover for the project, through construction, commissioning, and handover phases of the program
- Liaises with the project staff and stakeholders in construction and CSU to determine turnover and handover requirements
- Ensures review of contractor or contract required certification structures and schedules for the construction, commissioning and handover phases of the project and ensures alignment with project milestones and schedules
- Monitors the production of contractor certification deliverables
- Manages the flow of documents and data, developing required reports and identifying focus areas for project work, to ensure timely turnover of systems per the project schedule
- Ensures coordination of plant turnover/handover to end user/client and system completions between parties on-project (typically construction to startup), compiling documentation, developing reports, and ensuring quality and consistency of turnover/handover packages to the client for the construction and/or CSU team
- Maintains system lists and associated drawings, and administers changes as directed by supervision, or CSU specialists
- Ensures data is input into system databases and administers the systems completion database; ensuring that requirements are set for systems under their purview
- Coordinates setup of the Systems Completion Database with matrices and input from supervision or CSU specialists
- Liaises with Construction, Pre-commissioning, CSU, and Subcontractor teams to identify gaps in upcoming packages and focus on work areas to support the completions effort, including the clearance of punch list items and submittal of completions documents to include highlighting incomplete work in upcoming packages during turnover and punch list meetings and chasing down the last few documents to close a package.
- Preparation of system testing and turnover documentation including scoped documents, test records, test procedures and other similar required documents.
- Applies specialized knowledge of commissioning and startup methods for flushing, passivation and testing to develop detailed precision cleaning and passivation plans, integrates 3rd party precision cleaning chemical subcontractor and all CSU discipline activities into these plans; provide input and updates to the CSU Mechanical Lead as required to maintain accuracy and progress of project schedules, QURR and other progress tracking tools.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
- Prior knowledge in dealing with subcontract scope and the day-to-day management of subcontract resources.
- Prior precision cleaning, passivation experience.
- Knowledge of industry and regulatory standards, for testing and flushing.
- Prior experience with cryogenic systems an advantage.
Required Knowledge and Skills:
- ML2 is a vertical build (~400-foot tower) so physically challenging with extensive walking in and around a tight construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
- Experience with precision cleaning / passivation of piping systems (large bore, small bore and tubing)
- Experience with subcontract package development and onsite day to day subcontractor management
- Familiar with Work Authorizations, Permitting and Lock-Out, Tag-Out (LOTO) process and procedures
- Familiar with EVMS an advantage
- Experienced with TeamWorks, Completions, Unifier
- Good technical writing skills
