Project Overview:

The ML2 Project involves the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems. 

 

Job Summary:

In this role, you will provide knowledge, expertise, input, training, and consultative support for a discipline or process required for facility commissioning and startup. You will participate in work planning and packaging, turnover coordination, material management and quantities, quality control, and environmental safety and health. You will be an essential resource for specialized technical advice. #LI-EH1

 

Major Responsibilities:

Specialization & Expertise 

  • Provides knowledge and expertise in a particular discipline, subject matter, or specialized process required for Commissioning & Startup (CSU) (e.g., Instrumentation setup & calibrations, PLC Configurations & loop checks, , meter and relay testing, process operations, HVAC systems, complex analytical instrumentation such as Mass Spectrometer Analyzers, etc. 
  • Complete testing per Bechtel Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), project-specific, and other procedures. Review and approve completed test records, data sheets, and procedures etc. to fully document testing activities performed by I/CS team, including subcontractors and technical advisors.

 

Work Planning & Packaging 

  • Analyzes assigned activities to determine the scope, time, and resource requirements 
  • Plans and schedules CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions.
  • Regular close coordinating with NASA, Engineering, Construction, and other Commissioning disciplines to complete all required testing.
  • Coordinate with and provide direction to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment. Monitor supplier TA activities to ensure proper time charging (i.e. ensure Bechtel is not charged for TA time spent addressing vendor issues). Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO; Report and document work activities on a daily basis, in accordance with applicable procedures.
  • Supervise and direct subcontract personnel as required to support commissioning activities, including I&C technicians. Plan work with the subcontractors, monitor and control the work in accordance with the terms of the contract to stay within the budget and schedule constraints. Report and document subcontractor work activities on a daily basis, in accordance with applicable procedures.
  • Supervise field manual craft as required to perform assigned tasks; monitor and control craft performance and be accountable for performance of the craft against the budget.

 

Turnover Coordination 

  • Prepare system testing and turnover documentation including scoped documents, test records, test procedures and other required documents.
  • Participates in Construction to CSU and CSU to Owner turnover walkdowns for assign areas of responsibility 
  • Interfaces with the Field Engineer as required to support component/system turnover 

 

Material Mgmt. & Quantities 

  • Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment 
  • Tracks field purchases and other purchases required for CSU using procurement systems or other database programs as required 

 

Quality Control 

  • Assists other Start Specialists in interpreting design information, specifications, procedures, in accordance with codes, and regulatory requirements 
  • Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost 

 

ES&H 

  • Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices 

 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

 

Required Knowledge, Skills, and Abilities:

  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a NASA badge for access to the Kennedy Space Center.
  • In-depth knowledge in the areas of instrumentation and controls systems and knowledge of principles and practices related to sound design, testing, and operation.
  • Good knowledge of related safety, construction, and engineering practices and the economics involved.
  • Knowledge of industry and regulatory standards, safety requirements, and design criteria, specifically including energy isolation management (lock-out-tag-out) and NFPA-70E.
  • Skilled in standard software tools, including Microsoft 365 office suite (Excel, Word, and Access), to plan and track work progress.
  • Excellent written and verbal communication abilities, along with effective presentation skills.
  • Must be able to travel to manufacturing facilities within U.S. to support PLC factory acceptance testing and other business-related meetings/activities.
  • Ability to cope with conflicting deadlines, frequent interruptions and multiple tasks

          Preferred:

  • Previous experience and knowledge of Bechtel Startup and Test procedures, programs, and processes.
  • Previous experience as a Bechtel I&C or Control System Startup/Commissioning specialist, scheduling and performing system testing and commissioning, and using automation tools such as Setroute and TeamWorks.
  • Previous experience in early planning of commissioning and testing scope to include startup system scoping, scheduling, and procedure writing.
  • Previous experience as lead/supervisor in Startup, Commissioning, and Testing.
  • Previous experience in planning a successful I&CS commissioning and testing program, in addition to executing the plan/program.
  • Previous NASA or aerospace I&CS commissioning and testing experience.
  • A good knowledge of NASA work methods, installation details and technical requirements.
  • Previous EVMS training, including Primavera P6 scheduling and estimating experience.
  • Design experience to NASA communication standards and network architecture (including Allen Bradley DLR experience).
