Project Overview:
The ML2 Project involves the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.
Job Summary:
In this role, you will provide knowledge, expertise, input, training, and consultative support for a discipline or process required for facility commissioning and startup. You will participate in work planning and packaging, turnover coordination, material management and quantities, quality control, and environmental safety and health. You will be an essential resource for specialized technical advice. #LI-EH1
Major Responsibilities:
Specialization & Expertise:
- The Lead Electrical Startup Engineer will support plant start-up and commissioning process. The lead will be responsible for managing electrical commissioning, including assigning systems and responsibilities to the electrical startup engineers under his/her direction. This will require coordinating with mechanical, instrumentation and control systems disciplines within the startup organization to complete all required testing from component level through integrated operation with the rest of the facility.
- Completes testing per Bechtel Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), project-specific, and other procedures. Review and approve completed test records, data sheets, and procedures etc. to fully document testing activities performed by the Electrical team, including subcontractors and technical advisors.
Work Planning & Packaging:
- Analyzes assigned activities to determine the scope, time, and resource requirements
- Plans and schedules CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions
- Prepares energization and synchronization procedures, work packages, and training plans, populating quantity database, reviewing engineering design, procurement documentation, spare parts, and vendor submittals.
- Regular close coordinating with NASA, Engineering, Construction, and other Commissioning disciplines to complete all required testing.
- Coordinate with and provide direction to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment. Monitor supplier TA activities to ensure proper time charging (i.e. ensure Bechtel is not charged for TA time spent addressing vendor issues). Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO, Report and document work activities on a daily basis, in accordance with applicable procedures.
- Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc. based on review of documents during development of the preoperational test procedures and executing of the commissioning to ensure all such documents are consistent; Prepare the necessary design change and non-conformance documents in accordance with Bechtel procedures as required to document as-built conditions and/or properly resolve deficiencies.
- Perform live electrical work in accordance with corporate procedures and guidance.
- Using well developed interpersonal skills to interact closely and frequently with client management and operations and maintenance personnel while maintaining a level of commercial awareness that does not create adverse exposure to the project’s financial and schedule positions.
- Reviews preventative maintenance procedures and schedules for maintaining equipment once it has been commissioned. Supports long term storage and maintenance requirements on equipment following turnover from construction to startup prior to when it is commissioned. Fully document these activities and submit permanent records for incorporation in the maintenance database.
- Prepare detailed startup plans for assigned project system commissioning activities, integrate all discipline activities into these plans; Provide input and updates to project controls as required to maintain accuracy and progress of project schedules, QURR and other progress tracking tools;
- Supervise and direct subcontract personnel as required to support commissioning activities, including Electrical subcontracts, technicians. Plan work with the subcontractors, monitor and control the work in accordance with the terms of the contract to stay within the budget and schedule constraints. Report and document subcontractor work activities on a daily basis, in accordance with applicable procedures.
- Supervise field manual craft (including Union craft) as required to perform assigned tasks; monitor and control craft performance and be accountable for performance of the craft against the budget.
Turnover Coordination:
- Prepare system testing and turnover documentation including scoped documents, test records, test procedures and other required documents.
- Participates in Construction to CSU and CSU to Owner turnover walkdowns for assign areas of responsibility
- Interfaces with the Field Engineer as required to support component/system turnover
Material Mgmt. & Quantities:
- Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment
- Tracks field purchases and other purchases required for CSU using procurement systems or other database programs as required
Quality Control:
- Assists other Start Specialists in interpreting design information, specifications, procedures, in accordance with, codes, and regulatory requirements
- Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost
ES&H:
- Prepares job hazard analysis (JHA), performs Field Level Hazard Assessments (FLHA), Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) in engineering, a hard science or mathematics from an accredited college or university, a current or previously held industrial or military license/certification/qualification in electrical work or a sufficient number of specialized courses in an appropriate engineering or scientific discipline to meet the job requirements, or extensive progressive work experience in the power generation industry.
- 10 years’ experience in the electrical, power industry, five of which have been in commissioning, maintenance or operation arena.
- Five years’ experience in the testing or maintenance of low to medium voltage switchgear, transformers and power distribution systems including calibration of the associated protective relaying.
- At least five years’ experience in supervising and managing craft electrical workers to perform commissioning or maintenance activities.
Required Knowledge and Skills:
- ML2 is a vertical build (~400-foot tower) so physically challenging with extensive walking in and around a tight construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
- Previous supervisory / lead experience.
- Experience with low and medium voltage electrical systems.
- Experience with Instrumentation & Control System Interfacing / Testing and advantage.
- Experience with subcontract package development and onsite day to day subcontractor management.
- Familiar with Work Authorizations, Permitting and Lock-Out, Tag-Out (LOTO) process and procedures.
- Familiar with EVMS an advantage.
- Experience with TeamWorks, Completions, Unifier
- Good technical writing skills
- Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a NASA badge for access to the Kennedy Space Center.
- In-depth knowledge in the areas of Electrical systems and knowledge of principles and practices related to sound design, testing, and operation.
- Good knowledge of related safety, construction, and engineering practices and the economics involved.
- Knowledge of industry and regulatory standards, safety requirements, and design criteria, specifically including energy isolation management (lock-out-tag-out) and NFPA-70E.
- Skilled in standard software tools, including Microsoft 365 office suite (Excel, Word, and Access), to plan and track work progress.
- Excellent written and verbal communication abilities, along with effective presentation skills.
- Must be able to travel to manufacturing facilities within U.S. to support factory acceptance testing and other business-related meetings/activities.
- Ability to cope with conflicting deadlines, frequent interruptions and multiple tasks
- Previous experience and knowledge of Bechtel Startup and Test procedures, programs, and processes.
- Previous experience as a Bechtel Electrical Startup, Commissioning and Testing Lead.
- Good understanding of project scheduling and performing system testing and commissioning and using automation tools such as Setroute and TeamWorks.
- Previous experience in early planning of commissioning and testing scope to include startup system scoping, scheduling, and procedure writing.
- Previous experience in planning a successful Electrical commissioning and testing program, in addition to executing the plan/program.
- Previous NASA or aerospace Electrical commissioning and testing experience.
- A good knowledge of NASA work methods, installation details and technical requirements.
- Previous EVMS training, including Primavera P6 scheduling and estimating experience.
- Design experience to NASA communication standards and network architecture (including Allen Bradley DLR experience).
