SUMMARY:

Responsible for development and implementation of the environmental management program on an assigned project.  Provides technical oversight of the project’s environmental compliance activities through identification and integration of applicable environmental requirements into project designs, subcontract bid specifications, construction plans and schedules and all other field execution activities.  Works directly with other project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document controls) to assist them in integrating and/or addressing the applicable environmental requirements in their work products and activities.  Coordinates with the global business unit Environmental Services Manager regarding significant project environmental issues and environmental services (ES) support needs.  Responsible for project-assigned ES personnel in the office and/or field.  Reports operationally to either the project ES&H Manager (e.g., small or less complex projects) or to the Project or Construction/Site Manager (e.g., large or very complex projects).  Functionally reports to the corporate Manager of Environmental Services.

 

PRINCIPAL RESPONSIBILITIES:

  1. Develops and helps implement the project-level environmental management program.
  2. Provides assistance to project and construction management in identifying and complying with project environmental requirements and in addressing environmental issues as they arise during project execution.
  3. Coordinates with and provides technical assistance to other project-assigned functional leads (e.g., engineering, subcontracts, procurement, project controls) with regards to compliance with project-specific environmental requirements.
  4. Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of environmental requirements that may affect project design, schedule, and cost.
  5. Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project environmental requirements.
  6. Responsible for drafting Environmental Compliance Plans, Construction Environmental Control Plans (CECP), project specific mitigation plans, environmental awareness training programs, and technical reports.
  7. Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, permits, and the project’s CECP.
  8. Implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to staff.

 

BASIC QUALIFICATIONS:

  • Grade 26: Bachelor of Science degree in life sciences (e.g., biology, ecology, forestry) or physical sciences (e.g., geology, meteorology), or environmental engineering from an accredited college or university and 9+ years of related experience. In lieu of degree, 15+ years of related experience.

 

  • Grade 27: Bachelor of Science degree in life sciences (e.g., biology, ecology, forestry) or physical sciences (e.g., geology, meteorology), or environmental engineering from an accredited college or university and 13+ years of related experience. In lieu of degree, 19+ years of related experience.

 

MINIMUM QUALIFICATIONS:

  • Knowledge of environmental sciences/engineering systems, principles, and methodologies.
  • Knowledge of national and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution.
  • Experience in managing and/or providing technical oversight of environmental subcontractors or consultants.
  • Experience in environmental monitoring and compliance inspection during construction.
  • Knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques.

 

PREFFERED QUALIFICATIONS: 

  • Advanced knowledge in a field of science, environmental engineering, or related discipline.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, and execution.
  • Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
  • Skilled in oral and written communication.
  • Knowledge of Bechtel standard computer applications.
  • Prior practical work experience in office settings (e.g., managing environmental programs, budgets and staff) and field environments (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.

Salary Grade Determination

 

Grade 26

Prior experience and demonstrated skills in performing the required duties.  Plans and coordinates work requiring independent judgment and experience in the application of scientific/environmental engineering techniques and formulation of environmental mitigation measures to reduce potential adverse environmental impacts.  Typically possesses advanced degree (e.g., MS, PhD) in fields of science, engineering, or business management and/or environmental-related certifications from national/international accrediting organizations/associations.

 

Grade 27

Prior experience and demonstrated skills in performing the required duties.  Devises new approaches to technical problems encountered and provides technical direction for specific tasks as technical lead including making assignments to subordinate environmental scientists/engineers.  Requires broad background in Bechtel administrative procedures.  Typically possesses advanced degree (e.g., MS, PhD) in fields of science, engineering, or business management and/or environmental-related certifications from national/international accrediting organizations/associations.
