Job Responsibilities:

  • Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications.
  • Prepares specific budgets in accordance with prescribed standards and procedures.
  • Directly interfaces with management as necessary for cost control monitoring, analysis, and reporting.
  • Performs cost data analysis and development.
  • Coordinates trends and analyzes quantity and cost information and predict changes.
  • Performs performance monitoring and coordinates trends, when required.
  • Develops baseline change proposals, including identification of scope changes and associated cost and schedule impacts with supporting documentation, as required.
  • Assists with the development, review, and issuance of the monthly project reports.
  • Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. 
  • Identifies scope of schedule activities and assists in the preparation of schedule, when requested.

 

Basic Qualifications:

  • Bachelor’s degree in engineering, construction management, project management or related discipline from an accredited university and 3 years of professional experience, or in lieu of a degree, 9 years of project controls experience on EPC job or equivalent job.  

 

Minimum Requirements:

  • Must possess the legal right to work and remain in the United States without sponsorship.
  • Must be able to complete pre-employment background screen and drug screen.
  • Demonstrates an intermediate level understanding of Project Controls general technical skills.
  • Experience with DOE or major EPC project principles and procedures.
  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
  • Experience in preparing monthly cost performance reports.
  • Must have intermediate Microsoft Office skills and show experience with proficiency in using PC operating systems and several basic software applications such as Excel, Word and PowerPoint
  • Proficiency in using multiple Project Controls software specific applications (Cobra, EcoSys, Primavera-P6, etc.) currently in use by Bechtel.
  • Knowledge of Earned Value Management System (EVMS) processes and requirements.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Skilled in oral and written communication.

 

Preferred Requirements:

  • Advanced knowledge of Cobra, and EcoSys cost processor software.
  • Proficiency in using Primavera-P6 software.
  • Previous Earned Value Management System experience on EPC job.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Ability to work under pressure and with minimal supervision.
  • Demonstrated ability to work with people of varied backgrounds and objectives.
