ROLE OVERVIEW

Provides support and guidance across a variety of reform initiatives including establishment of the quality function for the client and management and improvement of client processes, as well as the establishment of quality processes for the internal Bechtel project. Provide support and advice on capacity planning across the clients organisation. 

 

RESPONSIBILITIES

  1. Supports the development of the Clients Quality Management System and Business Management System.
  2. Oversees the establishment and implementation of the client quality and business planning frameworks.
  3. Coordinates the establishment and improvement of the clients processes through the implementation of process management and improvement framework, such as Six Sigma.
  4. Establishes quality processes for the internal Bechtel project.
  5. Drafts project procedures for review, approval and issue in accordance with approved procedures.
  6. Performs causal analysis for major quality events and significant process performance gaps; recommends actions to correct deficiencies and improve related process.
  7. Represents the project during quality assurance audits conducted by the client, management, or regulatory agencies.
  8. Prepares reports on the effectiveness of the quality program/plan implementation.
  9. Manages complex organizational interactions that evolve from the participation of several functional teams or from client-established relationships.
  10. Establishes and maintains client relationships to provide interchange of information and reasonable and timely resolution of performance gaps.

 

JOB KNOWLEDGE

  1. Experience working in a home office and functional environment.
  2. Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.  Knowledgeable about current industry and technical developments.
  3. Skilled in verbal and written communication, with demonstrated skill in presenting cost engineering and planning and scheduling information to management and clients.
  4. Capable of operating with a high degree of latitude, exercising independent judgment for large business units or multiple business sectors.
  5. Skilled in delivering results through influence and persuasion.
  6. Strong attention to detail.
  7. Advanced verbal and written communication levels, with demonstrated ability to present project information to management/client.
  8. Demonstrated skill in identifying, analysing, and solving problems.
  9. Experience of delivering organisational transformation and/or working in/with government entities is desirable.

  

Qualifications:

  • Technical knowledge in the application of engineering, environmental science, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements.
  • Broad knowledge of the quality principles/tools and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.
  • Knowledge of Six Sigma principles and their application to engineering, procurement, construction, environmental, safety, testing and operations.
  • Knowledge of the application of corrective actions to reconcile nonconforming conditions.
  • Knowledge of regulatory requirements and functions which impact the quality program/plan.
  • Proficiency in oral and written communications.
  • Proficiency in providing direction and on the job training to assigned personnel.
  • Proficiency in the use of applicable computer programs.

 

This knowledge is normally acquired through:

  • a recognized degree preferably in an engineering or scientific discipline, or equivalent experience
  • experience in management of a functional group, quality, six sigma, engineering, procurement, construction or start-up
  • a recognized Six Sigma Black Belt certification
