Project Overview:
International Bechtel Company Ltd is providing engineering and project management support to our customer for the development of a next-generation city on the Mediterranean coast. The Project will cover the development of residential, commercial, and recreational spaces, tourism amenities, and economic zones.
Job Summary:
The Commercial Director will be responsible to plan, direct, and coordinate the project’s day-to-day commercial/business service operations, formulates strategies and management programs to provide overall direction with the help of subordinate managers; and manage daily operations and assigned personnel. Highly experienced in managing commercial and contracts functions for major programs from inception through completion. Major scope elements include development of the program strategies and management programs for administration of the prime contract, contract formation and administration, and project controls (e.g., cost control, planning, estimating, quantity surveying and reporting).

Major Responsibilities:
- Provides support and guidance to the program in the management of the prime contract; works with the program to identify the prime contract baseline, project opportunities and risks, and to develop a risk mitigation plan.
- Participates in program related meetings, works closely with all functions and reviews project financial data.
- Ensuring awareness of all program activities that may affect the prime contract.
- Manages and executes contract formation activities from initial planning through award in accordance with the project schedule.
- Leads a team of procurement personnel responsible for coordinating and issuing tender packages, tracking and resolving queries, evaluating proposals, and supporting award recommendations.
- Oversees the preparation and review of contractual documents, ensuring accuracy and alignment with Customer expectations. Approves documents for Customer review.
- Reviews, implements, authors, and or suggests revisions to the program contract administration procedures and processes.
- Prepares, reviews, implements, and recommends improvements to contract administration procedures and processes.
- Reviews contract terms and conditions to identify and monitor areas of risk, ambiguity, conflict, or deviation from the scope of work.
- Leads the team responsible for obtaining and managing all contract deliverables, ensuring successful handover and close-out of contracts in line with program requirements.
- Establishes operational objectives and work plans, and delegates assignments to subordinates.
- Provides structured leadership and guidance for the overall execution of Project Controls activities.
- Manages the development of Project Controls procedures and processes that are aligned with project/customer requirements.
- Manages cost engineering, cost estimating, cost analysis/control, planning/scheduling, risk management, and project reporting activities for the project, and staff planning activities that requires a high degree of technical skill and experience.
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) in business, Law, Quantity Surveying, Engineering, or other applicable field and 20+ years of relevant work experience in commercial or contracts management functions, including 15+ years of team leadership.
Required Knowledge and Skills:
- Fluency in English, oral and written.
- Experience in development and delivery of training.
- Thorough knowledge of prime contracts management, contract formation and administration and project controls (cost and schedule/planning).
- Demonstrated leadership and teamwork capabilities suitable for managing a workforce of many nationalities and backgrounds.
- Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation, planning and scheduling
- Extensive skill in working and informing effectively, both orally and in writing, with internal and external customers and stakeholders.
- Current/prior professional experience in the Middle East (especially UAE) and/or Egypt.
