CWJV Safety Case Engineer

The Riyadh Metro project is a consortium led by Bechtel which includes Almabani General Contractors, Consolidated Contractors Company and Siemens.

The consortium will be responsible for the design, construction, train cars, signalling, electrification and integration of Lines 1 and 2 of the new Riyadh Metro system.

Line 1 will stretch from north to south across Riyadh, covering 24 miles (38km). It will include 22 stations and four transfer stations where it will connect with other new metro lines. Much of Line 1 will be underground.

In contrast, Line 2 will be built mostly on a raised strip in the median of the planned freeway. This line will run east to west and will extend more than 15.7 miles (25km) with 13 stations and three transfer stations.

The new lines will feature stations powered by renewable energy and fully automatic trains.

The contract is the largest engineering, procurement, and construction (EPC) contract in Bechtel’s history and these lines, along with four others, will form the backbone of Riyadh’s new public transportation network.


Reporting to the Civil Works Joint Venture (CWJV) Assurance Manager the position holder will provide expertise in the preparation of the CWJV Design and Final Safety Cases. The Safety Case Engineer will also provide oversight and guidance to the JV’s subcontractors who are preparing metro subsystem safety cases for their specific design packages (e.g. stations, depots, tunnels etc).

Working closely with the Consortium Safety Case Manager, JV Engineering Safety Managers and the subsystem entities, the candidate will exercise diligent oversight such that the JV’s Safety Cases will be acceptable to the BACS Independent Competent Person / Independent Safety Assessor (ICP/ISA) and the Client.



  • Development of strategies and plans for the preparation of the required elemental Safety Cases.
  • Oversight, Management and the preparation of the CWJV Safety Cases.
  • Coordination and advice to all subordinate Safety Cases preparers.
  • Management of the ICP/ISA and Client interface with regards the CWJV Safety Case work in order that such assurance is delivered and approved within agreed timescales.
  • Monitor, track and report on the development of the CWJV Safety Cases.
  • Review and accept subsystem Safety Cases on behalf of CWJV.
  • Coordinate with Siemens and other Consortium entities during the production of the Safety Case work.
  • Carry out procedural compliance audits during the preparation of system safety assurance.
  • Review subsystem and system verification and validation evidence in terms inputs to Safety Case assurance.



  • University degree (Dipl.Ing., B Eng. or higher) in an engineering related subject, preferably with a railway or system safety specialization.
  • Membership of a relevant institution.
  • Good knowledge and experience of engineering safety analysis techniques, engineering processes including the rail related CENELEC Standards and / or other aviation or nuclear industry safety standards.
  • Desirable, knowledge of National Fire Protection Association (NFPA) Codes.
  • Proven track record in systems engineering preferably on major rail and infrastructure project, or alternatively in an oil & gas, aviation or nuclear environment.
  • Substantial project life-cycle experience especially the preparation of railway engineering safety assurance documentation and Safety Cases to EN50129.
  • Operate under the minimum of supervision and apply high standards of integrity and responsibility.
