Project Overview:
Bechtel Infrastructure’s Renewables & Clean Power business line is seeking qualified project controls professionals for forthcoming combined cycle power plant projects planned in Texas and Wyoming. Following contract award, selected candidates will relocate to designated project sites. This is an exciting opportunity to be part of the reemerging power business supporting our customers and society.
Job Summary:
The Program Manager will lead Bechtel’s Wyoming Pilot Program and be a Bechtel Workforce Services representative in Wyoming for coordination and support of existing and emerging Projects in the region. #LI-TH1
Major Responsibilities:
Program Leadership – Wyoming Pilot
- Own the execution plan and end-to-end delivery of the pilot; translate strategy into milestones, risks, and KPIs; drive ‑cross functional‑ alignment with IR/LR, Construction, ES&H, Legal/Compliance, IS&T, and College partners.
- Manage partnerships with Laramie County Community College (LCCC) and Western Wyoming Community College (WWCC) for targeted Pipefitting and Electrical craft pathways, coordinating curriculum, equipment, scheduling, and instructor capacity.
- Maintain pilot documentation and schedule. Highlight and address any potential issues that may impact the success of the program.
- Prepare and present reporting and updates to senior management.
Stakeholder Engagement – Engagement & Trust
- Build and execute a Stakeholder Engagement plan grounded in Bechtel’s principles: plan engagement, engage early, share information, maintain regular two-way‑ dialogue, focus on small wins, and report back, earning a local “license to operate.”
- Lead external engagement with city/county officials, colleges, state agencies, employer groups (energy, mining, construction), school districts, and civic organisations; ensure materiality based‑ messaging and transparent updates.
Training Enablement & Education Partnerships
- Convene a working group across institutions (college faculty, K‑12 partners, industry) and establish a communications plan (e.g., quarterly industry updates, triannual meetings).
- Support Apprenticeship awareness and career counsellor‑ engagement; coordinate with external partners and Wyoming school districts/colleges to drive pipeline growth.
Project Support
- Support set up and execution of existing and emerging Projects in the region. including supporting the coordination of project Labor Relations activities including recruitment, onboarding, mobilization, training and upskilling, career development, communications and engagement, training/coaching, reward and recognition, and ensuring all activities conform to company and site policies/procedures and legal requirements.
Data, Reporting & Governance
- Define pilot KPIs (enrolment growth, apprenticeship placements, time to‑ mobilise,‑ training completions, community satisfaction, partner MOUs); publish dashboards and narrative reports to leadership and stakeholders.
- Ensure compliance with Bechtel policies and procedures.
Location, Travel & Work Environment
- Base: Cheyenne, Wyoming; travel across the state to partner campuses and communities, with occasional travel to Bechtel hubs (e.g., Reston/Houston).
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
Required Knowledge and Skills:
- 8–10+ years in aligned experience.
- Demonstrated experience in stakeholder engagement across government, education, and industry.
- Working knowledge of training program design, apprenticeship pathways, and education institutions
- Proficiency with workforce systems and processes
- Strong communication, facilitation, and coalition‑building skills; ability to operate effectively with senior leaders and external partners.
Preferred
- Prior work with Wyoming/regional stakeholders or similar state level‑ workforce ecosystems; familiarity with union craft environments.
- Experience delivering apprenticeship awareness and school district engagement (e.g., counsellor training, pathway marketing).
