Project Overview:

The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S. This project is of significant scale and complexity, and our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery this year. The candidate will act as the Project Controls Engineer on the upcoming project. The candidate may start in the home office in Reston, Houston or Cheyenne, Wyoming, as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to Cheyenne, Wyoming. This position is contingent upon project award.

Job Summary:

The Project Control Engineer (PCE) performs cost estimating, schedule analysis, and cost control activities as directed.   Performs schedule development, maintenance, and monitoring activities, as directed.  Supervises cost engineering and/or planning and scheduling activities, when delegated.  #LI-ML1 

Major Responsibilities:

The following duties are performed with respect to Scheduling:

 

  • Establishes work sequence and activity durations for a specific discipline or specialty. Determines interdiscipline constraints or interfaces that define activity sequences. Works with performing organizations and units to coordinate work sequences with total project plan. Develops and applies installation rates to quantity takeoffs and developed quantities within a discipline or other specialty.
  • Develops quantity release or installation curves for a specific discipline or specialty. Reviews quantity logs to ensure total quantities are represented for a particular discipline or specialty. Assists in developing required jobhour expenditure for a specific discipline or specialty. Assists in determining leveling decisions. Performs quantity and manpower resource loading for assigned schedules.
  • Assists discipline groups in determining what information is required from other disciplines to support schedule activities and how to interface with the assigned discipline or specialty. Provides schedule knowledge on a continuous basis to assist in discipline planning and interfacing with others.
  • Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule.
  • Prepares schedule, staffing, and quantity progress and performance reports for assigned disciplines or specialties.

 

The following duties are performed with respect to Cost Engineering and Estimating:

 

  • Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications.
  • Determines scope definition requirements for a discipline or other specialty and works with Engineering and other sources to coordinate the production of required data to conform with the overall estimate preparation plan. Develops quantity takeoffs for a discipline or specialty using defined scope documents or undefined scope assumptions. Verifies quantities provided by others.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:

  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
  • Skilled in oral and written communication.
  • Proficiency with PC operating systems, with proficiency in several basic software applications.  Proficiency with multiple discipline specific software applications currently used in Bechtel (Primavera P6 and Microsoft Office Applications, for example).
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
