Project Overview:
The rapid growth of AI and digitalization is fuelling unprecedented demand for data centres that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S. Our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery in 2026.
The LOTO and PTW Lead will support a Combined Cycle Gas Turbine (CCGT) Project in Cheyenne, Wyoming during construction, commissioning, startup, and initial operations phases. The role provides leadership for the establishment and execution of an integrated Lockout / Tagout (LOTO) and Permit to Work (PTW) program across all project stakeholders, including EPC teams, subcontractors, and client operations.
The position may start in a home office environment in Reston-VA to support planning and procedure development, followed by long-term assignment to the project site during construction and commissioning activities.
Job Summary:
The LOTO and PTW Lead is responsible for establishing, managing, and governing the project’s energy isolation and permit to work systems to ensure safe execution of work on energized or potentially energized systems.
The role acts as the project authority for LOTO and PTW, ensuring compliance with corporate and project-specific procedures, regulatory requirements, and industry best practices. The LOTO and PTW Lead provides day-to-day technical leadership, oversees isolation planning and execution, coordinates interfaces between disciplines, and develops project capability through training, coaching, and field oversight.
Major Responsibilities:
- Monitor the installation, verification, and removal of LOTO devices including locks, tags, lockboxes, blinds, and other isolation hardware.
- Conduct field inspections, audits, and compliance checks to verify adherence to approved isolation and PTW plans.
- Support issue resolution, problem solving, and safe re-energization activities.
- Coordinate activities with construction, commissioning, operations, and client representatives.
- Oversee subcontractor compliance with LOTO and PTW requirements.
- Coordinate interfaces between multiple work fronts and disciplines to maintain safe system conditions.
- Provide technical support and guidance to project teams on isolation and work authorization control matters.
- Develop and maintain the project LOTO and PTW training programs and competency registers.
- Deliver classroom, site, and on the job training to project personnel, subcontractors, and client representatives.
- Coach early career engineers and site personnel in safe work control practices.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:

Extensive experience in LOTO, energy isolation, and permit to work systems on large industrial or energy projects or other major programs.
Strong understanding of construction, commissioning, and operations interfaces.
Proven ability to lead and govern safety-critical programs across multiple stakeholders.
Ability to interpret engineering drawings and define isolation boundaries.
Strong leadership, communication, and problem-solving skills in high-risk environments.
Experience working in active construction and operational facilities.
Computer literate in standard word processing, spreadsheet, database, and project systems.
Physical ability to conduct field inspections, including working at height, in confined spaces, and on uneven surfaces.
Preferred: Advanced knowledge of Project Bechtel Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects.
