Project Overview:

The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S. Our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery next year.  
 

The candidate will act as the Area Manager on the Combined Cycle Gas Turbine (CCGT) Project in Cheyenne, Wyoming. The candidate may start in the home office in Reston-VA; as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to the project in Cheyenne, Wyoming. This position is contingent upon project awards. 

 

Job Summary:

The Area Manager is responsible for directing and managing all aspects of construction within their assigned area, serving as the primary contact and ensuring effective coordination among contractors, suppliers, and stakeholders. This role oversees site operations, including safety, quality, budgeting, scheduling, procurement, and compliance with engineering specifications and corporate policies. Key duties include maintaining client relationships, managing contracts and expenditures, implementing security and community relations plans, and ensuring adherence to safety regulations and environmental standards while delivering the project within scope, time, and budget. #LI-JL1 

Major Responsibilities:

Leadership/Supervision 

  • Manages the organization and direction of construction and related activities the assigned area, including actions of Bechtel, subcontractors, suppliers, clients, and their representatives
  • Oversees total site management of the assigned area, including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable
  • Maintains client relationship and is the primary contact of the assigned area for client's communication with the field activities and effective relation with other functional departments
  • Coordinates all project contractual activities for the assigned area and participates in the development of contracts, subcontracts, or vendor scopes of work, budgets, contract formation, and negotiations
  • Establishes project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a jobsite
  • Develops, implements, and administers a jobsite security plan and coordinates the activities with corporate security department
  • Ensures development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules
  • Plans and establishes procedures to ensure construction operations meet engineering designs and specifications

Planning 

  • Oversees assigned area expenditures for labor equipment, material and services and ensures field operations are within the budget
  • Assists in development, implementation, and administration a the jobsite security plan and coordinates the activities with corporate security department
  • Assists in development of manual training and any testing as required
  • Implements an effective community relations plan for the assigned area

Safety & Quality 

  • Ensures development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules
  • Plans and establishes procedures to ensure construction operations meet engineering designs and specifications
  • Ensures corporate policies and procedures are fully implemented
  • Directs project safety programs of the assigned area and ensures strict adherence to local & national regulatory safety codes
  • Ensures required permits and licenses are in place prior to the start of the work affected at site

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

  • Previous experience delivering a combined cycle power plant (Preferred). 
  • Has direct hire experience directing and managing all construction aspects of a large construction project. 
  • 10+ years of construction experience in process plant and/or combined cycle power plant construction. Preference given to those with combined cycle experience. 
  • Experience managing projects executed under a building trades agreement (union craft professionals) is desirable. 
  • Be a champion of Bechtel’s core processes and establish a zero-accident culture in that all accidents and incidents are preventable. 
  • Advance knowledge of the combined cycle initiative.
  • Experience in establishing a high-performing team.
