Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

The Welding Superintendent has direct construction and construction management responsibilities for a construction, fabrication, and operational requirements.#LI-TH1 

 

Major Responsibilities:

  • Foster and promote safety as a core value in all works which includes participating, holding and attending daily and weekly safety meetings. Ensure safety toolbox is incorporated into daily prestarts. Attend safety walks with HSE leads and Area Superintendents.
  • Coordinate with the Lead Welding Superintendent, Discipline Superintendents and the Lead Field Welding Engineer to validate manpower and welder qualification requirements.
  • Provide direction to Welding General Foremen and Foreman as necessary to support welding initiatives across the project, ensuring the welders assigned to each task have the skill sets necessary to satisfactorily provide first time quality with minimal rework.
  • Review weekly scheduled work plans with discipline superintendents for pipe commodities to ensure the project have the welder resources available with the proper qualifications to support the planned work scopes. 
  • Ensure that scheduling concerns and constraints are identified and elevated to module yard construction management team.
  • Provide input to weekly production meetings to ensure sufficient welder support is also scheduled and available by area.
  • Supervise and coordinate daily with direct hire and subcontract representatives on pipe construction activities. Included but not limited to fabrication team, AQIS and materials management team.
  • Responsible for ensuring the welding commodities, equipment, and consumable gases are staged in assigned areas and are sufficient to support the scheduled work scopes. Provide oversight to ensure compliance according to the project housekeeping, preservation, pipe cleanliness and AQIS procedures and standards. Ensure validation of AQIS records and check sheets as per sub contract procedures.
  • Prepare weekly/monthly reports and job manpower forecasts as necessary.
  • Provide oversight and assist with fit-up and fabrication processes as necessary to support completion of spooled piping.
  • Participates in development of constructability log issues/ideas.
  • Works/ interfaces with the Contractor, Subcontractor, and the responsible Discipline Superintendents to assist in delivering work packages as defined to support module fabrication.
  • Interface with Design and Field Engineering teams as necessary to support construction welding activities.
  • Ensure current revision documents are utilized for installation.
  • Responsible for the implementation of corporate/project policies, procedures and instructions within assigned operation position of Area Superintendent.
  • Ensure that all Bechtel, State and Federal safety codes, requirements, and standards are being complied within assigned area of responsibility.
  • Experience in project execution, welding and pipe spool fabrication, shop steel fabrication, shop supervision and construction management processes are essential.
  • Must have knowledge and understanding of Bechtel's SWPP 4MP-T81-03700 series for welding & NDE, 03502 U/G Pipe, 03503 A/G Pipe, 03504 Pipe Supports, 03505 Pipe System Cleanliness, 03506 Pressure Testing of Pipe, 03510 Insulation, ASME B31.1 and Boiler Code Pipe.

 

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience

 

Required Knowledge, Skills, and Abilities:

  • Minimum of 8 years’ experience in welding and welding supervision with a minimum 3 years Bechtel experience.
  • Knowledge of supervisory functions relating to field welding activities
  • Must have extensive experience and practical skills for SMAW, GTAW, GMAW, and FCAW welding processes.
  • Knowledge of initial site mobilization activities
  • Knowledge of planning and scheduling development
  • Knowledge of Excel, Word, Smart Plant Review, Document database navigation

 

Additional Information:

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).

 

Must be willing to work a flexible schedule as required that may include but not limited to nightshift or split shift.
