Project Overview

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

 

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

 

Project Location Overview

Brownsville, Texas is a city known for its diverse history, tradition, and rich culture. Role Overview

Provide support as required to the construction team reporting directly to the Project Survey Manager (PSM). Leads survey field and office teams in an assigned area of the project.

 

Activities relating to construction engineering, layout of foundation locations, equipment locations, structural steel placement, subcontracts, and engineering liaison with the design functional group.  Use design drawings, model, and specifications to determine associated plant and equipment locations.

 

Works with field engineering to support field verification of materials as appropriate and needed.

 

Provides technical support as related to survey to field engineering and superintendents in a wide range of situation and configurations. Multi-Disciplined Field Engineering responsibilities with earthwork, excavation, concrete, structural steel, mechanical, and piping, etc. installation experience.

 

Position Duties/Responsibilities

The Area Lead Surveyor’s duties include, but not limited to, the following:

  • Leads the oversight of direct-hire survey crews for an assigned area, coordinating all Survey field and office activities
  • Support the survey team’s implementation of the project safety, quality, and environmental programs
  • Provide Construction Survey support to both Field Engineering and Field Supervision
  • Establish and/or verify and maintain the project’s survey control network
  • Supervise direct hire and/or sub-contracted survey crews, including verification of survey crews’ control points and work
  • Perform duties of a Party Chief on a 2 or 3 person direct-hire survey crew if required
  • Utilize survey instruments in conformance with Bechtel’s Survey Procedure, (SWPP3201)
  • Responsible for the accurate layout of construction work, recordation of field data according to job specifications and appropriate methods of performing survey activities
  • Develop and maintain survey data
  • Perform Calibration Baseline checks of survey instruments
  • Support the administration of the survey work request program
  • Perform and/or check survey computations as required in the performance of duties
  • Perform and/or check the preparation of survey CAD drawings, including generation of Digital Terrain Models (DTM) and volumes computations
  • Perform and/or check survey control network least squares adjustment computations
  • Provide Civil project completion documentation including "As-Built" records
  • Supports the creation and implementation of the project survey plan
  • Supports the operation of the project’s UAV/Drone program
  • Supports the implementation of project’s Laser Scanning program
  • Supports the implementation of project’s Metrology program
  • Supports the creation and implementation of the survey training program

 

Qualifications and Skills

  • Must have the right to live and work in the USA without sponsorship
  • Engineering/Technical degree and 9 years’ experience in heavy construction/industrial surveying, involving a mix of field and office duties with modern instruments, software, and technology; with at least 5 years’ supervisorial experience or 15 years’ experience (in lieu of a degree), with at least 5 years’ supervisorial experience
  • Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience
  • Knowledge of Bechtel’s “Zero Incidents” safety program. Must have a strong drive toward Safety, both on and off the job, a commitment to seeing everyone go home each day as well and healthy as they came to work that day
  • Knowledge of Bechtel quality standards. Must have a solid record of successful project completion with little to zero rework
  • Knowledge of heavy industrial construction survey principles
  • Knowledge of supervisory functions relating to heavy industrial construction surveying field & office activities
  • Working knowledge of Bechtel construction procedures
  • Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner
  • Demonstrated ability to work in a team-based environment, able to formulate a working relationship with survey team members, other departments, and contractors, and survey functional management
  • Intermediate level proficiency with Microsoft Office software, including Word, Outlook, Excel, and Teams
  • Excellent problem-solving ability
  • Demonstrated proficiency with Survey CAD software, including generation of Digital Terrain Models (DTM) and volumes computations; and drafting of as staked/as-built data
  • General awareness of environmental laws
  • Awareness of government compliance standards
  • Must have experience managing teams working on multiple work fronts; experience working under time constraints, and must be adaptable to changing conditions
  • Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education
  • Must be physically capable to participate in project walkdowns, which may require the following activities:  extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in or maneuvering around very small and/or confined spaces, and lifting up to 40lbs without assistance.
  • This project may have multiple work schedules that are subject to change and may require employees to work overtime, weekends and/or night shift when a business need arises

 

PREFERRED SKILLS

  • Prior Bechtel Survey Mega-Project experience
  • Experience with UAV/Drones
  • Knowledge of supervisory functions relating to Laser Scanning field & office activities
  • Knowledge of supervisory functions relating to Metrology field & office activities
  • Experience working with, supervising, and administering subcontractors workforce
  • Experience managing technical services subcontracts is desirable
