Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

The Field Planner - Materials is responsible for supporting the Lead Field Planner AND Materials Manager with planning and scheduling for the jobsite; schedule development, maintenance, monitoring and recovery planning; 3-week and 90-day lookaheads; subject schedule development; assimilation of reports and general support activities.#LI-CS1

 

Major Responsibilities:

  • Develop and coordinate quantity estimates using parameters for all commodities. Develops quantities for undefined scope assumptions, or verifies quantities provided by others. 
  • Performs routine data analysis and development, as directed. 
  • Assists in investigating requirements for estimating materials data. 
  • Support in the implementation of the project Integrated Materials Management Program, and monitor its execution across Engineering, Supply Chain, Project Controls and Construction. 
  • Coordinate the project plan for identifying bulk materials with Engineering, along with information and data that will be exported from Engineering automation tools to downstream Supply Chain, Construction, and Project Control systems
  • Monitor acquisition progress for items on the equipment list for completeness, progress, and that requisition issue dates support project detail schedules. 
  • Establish and facilitate coordination with commodity-specific functions in Engineering, Supply Chain, Construction, and Project Controls, ensuring adherence to execution plan and performance in the right sequence, and material availability in support of installation plans.
  • Monitor data integration execution for consistency with plan and that exchange timing support the project requirements.
  • Prepare commodity-specific cross-functional reports communicating acquisition progress identifying issues requiring attention or escalation.
  • Interface between Construction and Supply Chain to identify and acquire goods and establish delivery dates for material requirements resulting from design changes, rework, contingency/work arounds, scope changes.
  • Monitor Supply Chain reports and activities to ensure that purchasing and expediting activities are executed effectively to maintain milestone schedule dates.
  • At jobsite locations, provide detailed coordination with Field Engineering, acting as a liaison to upstream Engineering functions, design office Supply Chain functions, and suppliers and subcontractors, as necessary, to facilitate timely delivery of materials to support planned installation.
  • Determines work sequences for a specific discipline or specialty. Identifies inter-discipline constraints or interfaces that define activity sequence. Works with the performing organizations and units to determine information requirements in support of milestone events and project needs.  
  • Reports schedule deviations for an assigned discipline or specialty and recommends corrective action/work around solutions for project considerations. 
  • Liaises with Engineering and Supply chain to carry out analysis regarding material substitution when originally Engineered materials are not available to meet Construction needs.

 

Supervision Received:

  • Receives operational direction from- Project Management / Site Management for cross functional activities
  • Field Project Control Managers for Site Project Controls Planning monitoring and reporting activities.
  • Field Supply Chain Manager for jobsite-controlled Supply Chain activities
  • Receives functional direction from the Project Controls Manager and Bulk Materials Manager.

 

Education and Experience Requirements:

  • University/B.S degree in Engineering, Business, Finance, Construction Management, with a minimum of 5 years of Planning & Scheduling experience
  • The ideal candidate will have 2 years of field material planning experience

 

Required Knowledge, Skills, and Abilities:

  • Demonstrated ability to be proactive in determining project direction and communicating that direction to the supervisor. 
  • Must have an advanced working knowledge of Excel and Intermediate to advanced knowledge of the remainder of the Microsoft Office Suite. 
  • Intermediate knowledge of Primavera (P6), TeamWorks, and SetRoute. 
  • Proficient in other Bechtel Project Controls tools and processes. 
  • Knowledge of standard industry automation tools used in construction planning.  
  • Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client. 
  • Demonstrated ability to motivate and interact with team members effectively & positively in a collaborative team environment. 
  • Demonstrated ability to problem-solve in high pressure situations. 
  • Experience in planning supporting a Downstream Petrochemical/Refinery projects in the Americas, India or Middle-East. 
  • Any experience in planning supporting a PMC project. 
  • Any experience in planning supporting a heavy industrial direct hire construction project. 
  • Intermediate knowledge and understanding of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel. 

 

Additional Information:

This position has responsibilities that include exposure to changing environmental, construction and operational conditions. Working at a Construction site may involve the following (but not limited to): extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces for short periods of time. Candidate must be able to use standard issued Personal Protection Equipment (PPE). Candidate may be required to initially mobilize to a Home office location and eventually to the jobsite.
