Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
The Lead Tagging Authority is accountable for establishing, governing, and continuously improving the project’s Permit to Work (PTW), Lockout Tagout (LOTO), and Work Authorization (WA) programs across Construction, Commissioning, and Startup. This role provides day‑to‑day technical leadership on energy isolation planning and execution, ensures compliance with project/corporate procedures, and develops team capability (training, coaching, and competency) so work is performed safely and efficiently. #LI-SP1
Major Responsibilities:
Program Leadership & Governance
- Stand up and own the integrated LOTO/WA program for the project; define governance, procedures, and controls to deliver a safe and uniform approach across subcontractors and all affected entities.
- Administer and manage the LOTO/WA programs with strict enforcement and record keeping, including the maintenance of required registers and documentation.
- Ensure compliance with applicable Standard Work Process Procedures (SWPPs), Standard Test and Commissioning Procedures (STCPs), and Q4Safety requirements; leverage Q4Safety (or project‑approved tools) for electronic LOTO permits.
Isolation Planning & Execution
- Provide expert input to Construction, Operations, and Commissioning teams on mechanical, piping, and electrical isolations, test procedures, and work authorizations.
- Identify isolation boundaries from work scope, develop and issue isolation permits, markup engineering drawings, de‑energize equipment, depressurize systems, and implement proper isolation devices (locks, tags, blinds, etc.)
- Coordinate Greenfield and Brownfield permit/LOTO requirements and interfaces to maintain safe system conditions during tie‑ins and transitions.
Field Oversight & Contractor Management
- Monitor installation and removal of LOTO equipment (locks, tags, lockboxes) and verify conformance to isolation plans; conduct field checks and problem resolution as needed.
- Oversee subcontractor activities to ensure conformance with the project’s energy isolation and work authorization procedures.
Training, Competency & Communication
- Develop, deliver, and maintain the project’s training program and training register for WA & LOTO; provide coaching and guidance to all personnel and act as the technical point of contact for isolation queries.
Reporting, Systems & Tools
- Track work progress, prepare reports/forecasts, and implement project analysis tools to support decision making and program performance visibility.
- Utilize project digital systems for isolation planning and records (e.g., Q4Safety) and collaborate across project applications as required. (Preferred familiarity with BSAPs such as Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks.)
Materials, Equipment & Logistics
- Procure and manage LOTO materials/hardware and maintain appropriate registers (locks, tags, hasps, lockboxes, etc.) to support ongoing field activities.
Cross‑Discipline & Client Interface
- Coordinate activities with other disciplines/areas and with client representatives to align scope, timing, and safe system conditions.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent)
- 10+ years in Energy Isolation/Permitting, including 5+ years in Commissioning/Maintenance/Operations
- Heavy industrial construction experience with exposure to oil & gas/LNG/refinery/petrochemical/power environments; LNG Gulf Coast experience preferred.
Required Knowledge and Skills:
- Proficiency in reading and interpreting engineering drawings and defining isolation boundaries; knowledge of multi‑discipline construction methods and safe work practices.
- Computer literacy in word processing, spreadsheets, and databases; familiarity with project systems (Q4Safety; BSAPs such as Setroute/Unifier/Aconex/DSCS/PTR/Agile/Navisworks preferred).
- Demonstrated team leadership across client, project, contractors, and specialty service providers within time‑critical delivery schedules; strong oral/written communication and problem‑solving skills; ability to work effectively under job‑site conditions.
- Ability to perform extensive walking on active construction/operations sites; climb ladders/scaffolds; work at heights, on uneven surfaces, and in constricted/confined spaces; variable shifts (day/night/weekends/holidays) as needed.
- Capable of using standard issued PPE appropriate to tasks (e.g., respirator, harness, life vest, hearing protection); some lifting may be required.
