Project Overview:

Today, our colleague's team with customers, partners, and suppliers on diverse projects in nearly 40 countries.  The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. The candidate will serve as the Field Buyer / Expeditor on the upcoming Rio Grande LNG project. The work location is Brownsville, TX. This position is contingent upon project award. 

 

Position Summary:

Performs tasks involved in the formation and administration of purchase orders. Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders. Performs expediting activities on project, in a support office, or at a jobsite in accordance with Project Procurement and Functional Expediting Procedures. Ensures the timely delivery of materials and equipment to meet project needs. Provides assistance for the input and assessment of project job-hour and monetary budgets.

 

Responsibilities:

  • Communicates with Engineering and Construction supervision to assist, guide, and plan the processing of material requisitions for all project purchases.
  • Develops project purchases operating procedures for review by designated supervisor and inclusion into the project procurement procedures.
  • Develops project workhour estimates for Purchasing function. Monitors project work and the expenditure of work hours within approved budgets.
  • Reviews and comments on special payment billings.
  • Participates with Construction and supplier representatives in discussions held to clarify purchase order documents and/or specification requirements. Identifies, defines, and secures agreement regarding potential changes.
  • Initiates and processes revisions that establish scope and effects on cost and schedule of agreed upon changes.
  • Award and manage Blanket orders and Releases.
  • Establish files and control all correspondence between the project and the supplier.
  • Closeout orders per established project procedures.
  • Disposition of surplus /scrap material.
  • Develops, monitors, and maintains project master Purchasing pro-forma documents, including legal comments to commercial terms and conditions.
  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager.
  • Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Procurement Procedures.
  • Coordinates Purchasing operations in both the project’s control office and support offices to assure compliance with project requirements. In conjunction with the global business unit Field Procurement Manager, provides functional guidance to Purchasing personnel at the project jobsite. Contact’s suppliers to obtain timely submission of engineering data and to follow-up on material acquisition, production progress and shipment.
  • Evaluates production schedules and progress reports from suppliers to determine if their programs and work progress meet jobsite requirements.
  • Compile’s data needed to prepare the critical items reports or other supplementary reports as required. Coordinates the accumulation of data from project expediters and issues reports for the expediting group.
  • Coordinates with planning and scheduling, field material coordinators or jobsite project expeditors and construction to establish priorities, sequences and required delivery dates and instructs suppliers accordingly.
  • Expedites engineering service providers for the timely review, approval and return of engineering data submitted by suppliers.
  • Represents expediting at project team meetings.
  • Maintains a working file of expediting related documents and memoranda of conversations to record expediting activities. Maintains a system to initiate follow-up actions at appropriate times.
  • Provides information for area expediting assignments for prime and suborders as necessary.
  • Monitors outstanding area expediting assignments, reviews expediting reports, and takes corrective action on problems identified in the reports.
  • Update’s client Procurement System and Supplier Performance Database (SPD) in a timely manner.
  • Obtains copies of supplier’s orders for material, performs sub-supplier expediting, where necessary, and works closely with supplier quality representatives to ensure awareness of materials subject to quality performance and their locations of manufacture.
  • Participates in pre and post-award meetings to review and discuss schedules and potential problem areas that may impact required shipment dates.
  • Coordinates shipping arrangements or tracking requests with the project traffic representative.
  • Review’s material receiving reports against shipping documents to verify that material has been received at jobsite. Assists in tracing missing material.
  • Subject to project requirements, monitors the issuance of material requisitions, and other project and procurement actions affecting material deliveries.

 

Qualifications and Skills:

  • Bachelor’s degree in Business, Supply Chain, or other relevant technical discipline from an accredited university as well as 10-12 years relevant work experience, or 15+ years relevant experience in the absence of a degree.
  • Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders lists, compilation of bid requests, knowledge of Uniform Commercial Code or applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
  • Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, and other services.
  • Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, backcharge procedures, resolution of claims and disputes, and other such related steps.
  • Proficiency in oral and written communication.
