Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
In this role, you will assist in integrating environmental requirements into project planning, permitting, design, construction, commissioning, startup, and operations. You will provide technical guidance regarding environmental mitigation tasks, participate in emergency response, and conduct inspections. Your work will help ensure project compliance with contract, regulatory, and Bechtel requirements. #LI-VB1
Major Responsibilities:
- Supports execution of the environmental component of an ESH Program inclusive of technical and administrative aspects.
- Supports development and implementation of Environmental Management Plans, associated environmental plans and procedures, environmental permits, and training program.
- Assists the integration of environmental requirements into planning, design, construction, commissioning, and operations.
- Provides guidance on routine environmental requirements and related tasks for program execution.
- Helps research issues and regulatory requirements and prepares documentation and reports.
- Assists with environmental permitting, studies, risk assessments, and reviews involving site conditions, natural resources, cultural resources, and communities.
- Participates in emergency response and aids incident investigation and resolution.
- Participates in meetings with customers, team members, subcontractors, permitting agencies, and other stakeholders.
- Conducts inspections and environmental monitoring and sampling to help identify risks, confirm the effectiveness of mitigation measures, and assess compliance with contract, regulatory, and Bechtel requirements.
- Provides guidance regarding environmental mitigation, permit conditions, sustainability concepts, and protection of environmentally sensitive areas, species, and communities.
Education and Experience Requirements:
- Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources with less than 1 year of relevant experience or 4-5 years of relevant work experience.
Required Knowledge and Skills:
- Advanced knowledge in a field of science, environmental engineering, or related discipline.
- Knowledge of environmental sciences/engineering systems, principles, and methodologies.
- Knowledge of US Federal (and preferably Texas State) national and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities
- Detailed knowledge of industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution.
- Knowledge of engineering and construction systems, methods, and work processes.
- Knowledge of construction planning, estimating, procedures, and execution.
- Experience in managing and/or providing technical oversight of environmental subcontractors or consultants in a construction environment.
- Experience in environmental monitoring and compliance inspection during construction.
- Knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques.
- Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
- Skilled in oral and written communication.
- Knowledge of Bechtel standard computer applications. Bachelor of Science degree in life sciences (e.g., biology, ecology, forestry) or physical sciences (e.g., geology, meteorology), or environmental engineering from an accredited college or university.
- Prior practical work experience in office settings (e.g., managing environmental programs, budgets and staff) and field environments (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
- Intermediate communication skills.
- Strong interpersonal and teamwork skills.
- Spanish/English Communications skill is preferred
Additional Information:
Must be willing to work a flexible schedule if required, including, but not limited to nightshift or split shift. This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task.
