Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
In this role, you will lead a team to develop and manage a safety and health program for a complex project, ensuring safety and health requirements are integrated in planning, design, construction, and operations. You will provide technical guidance to project leads, evaluate trends, and conduct assessments and inspections. Your team will help achieve continuous improvement in project safety. #LI-VB1
Major Responsibilities:
- Supervises a component of a safety program, inclusive of technical and administrative aspects.
- Supervises assigned safety personnel and provides guidance on their work activities.
- Provides technical support within ESH teams and to Engineering, Construction, Commissioning and Startup, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH program execution.
- Confirms that safety and health requirements are integrated in planning documents, design criteria, construction and commissioning plans, schedules, and subcontract documents.
- Prepares, or helps prepare, Safety and Health Management Plans and awareness and training programs in compliance with Bechtel standards, the ESH Management System, and contract and regulatory requirements.
- Emphasizes and uses risk assessment, data analysis, and Bechtel's ESH Management System to help track and achieve continual improvement.
- Prepares technical and regulatory reports, researches issues to support ESH program execution, evaluates data, and reports performance trends.
- Participates in ESH emergency response planning and confirms investigation and resolution of safety and health incidents.
- Builds and maintains working relationships with stakeholders and addresses their issues.
- Participates in and leads meetings with customers, team members, and contractors/subcontractors to advise them of safety and health requirements.
Education and Experience Requirements:
- Requires a bachelor’s degree (or international equivalent) related to occupational safety or health and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Advanced knowledge of a field of environmental and/or safety engineering, process safety, health, or related discipline.
- Knowledge of ESH sciences/engineering systems, principles, and methodologies.
- Knowledge of engineering and construction systems, methods and work processes.
- Experience in managing and/or providing technical oversight of ESH contractors/subcontractors or consultants during construction.
- Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment control.
- Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
- Experience in implementing and managing ESH training programs.
- Written and oral communication skills at a professional level. The above is normally acquired through: A recognized degree from an accredited college or university. A sufficient number of specialized courses.
- Prior practical work experience in environmental, safety and/or health.
Additional Information:
Must be willing to work a flexible schedule if required, including, but not limited to nightshift or split shift.
This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task.
