Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce the potential for adverse impacts. You will perform risk assessments, provide input on bid decisions, lead meetings and communications, and track and monitor performance trends. Your recommendations will contribute to enhanced quality of safety procedures and work processes. #LI-VB1

 

Major Responsibilities:

  • Assists execution of the safety component of an ESH Program inclusive of technical and administrative aspects. 
  • Helps prepare and implement Safety and Health Management Plans, associated plans and procedures, and training program. 
  • Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups to assure that safety and health requirements are integrated within project planning and execution. 
  • Interprets safety and health requirements and provides comprehensive assistance on plan preparation, risk assessment, and ESH program execution. 
  • Researches moderately complex issues and regulatory requirements and prepares documentation and reports. 
  • Provides support and guidance for safety studies, risk assessments, and program reviews and audits. 
  • Participates in emergency response and incident investigation and resolution. 
  • Interfaces and communicates with stakeholders and helps resolve their concerns. 
  • Participates in meetings with customers, team members, subcontractors, and other stakeholders. 
  • Conducts ESH inspections and monitoring to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements. 

 

Education and Experience Requirements:

  • Requires a bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience

 

Required Knowledge, Skills, and Abilities:

  • Advanced knowledge in a field of science, process engineering, or related discipline.
  • Knowledge of safety procedures, engineering systems, principles, and methodologies.
  • Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of construction planning, estimating, procedures, and execution.
  • Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
  • Experience in safety inspections/assessments during construction.
  • Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes and procedures.
  • Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
  • Skilled in oral and written communication.
  • Knowledge of Bechtel standard computer applications.
  • Bilingual - Spanish & English required

 

Additional Information: Must be willing to work a flexible schedule if required, including, but not limited to nightshift or split shift.

Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
