Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

The Electrical Controls and Monitoring System (ECMS) Specialist will be responsible for the pre-commissioning and commissioning of the project’s plant ECMS. They will be responsible for ensuring the ECMS scope will be completed on schedule, within budget, and in compliance with all project safety, quality and design standards. The candidate for this position should have a strong knowledge in the testing and operation of HV/MV/LV electrical utility, distribution and utilization power systems as well as AC Uninterruptible Power Supply (UPSs), battery chargers, Adjustable Speed Drive Systems (ASDSs), substation annunciators, power capacitor banks, etc via a plant-wide EMCS. #LI-SP1 

 

Major Responsibilities:

  • Reviews electrical ‘Single Line Diagrams’, Intelligent Electronic Device (IED) “Logic Diagrams”, ECMS/Protective Fiber Optic Patching Schedule and all ‘ECMS related documentation’ to fully understand the project ECMS pre-commissioning and commissioning scope.
  • Reviews and provides ECMS input on project electrical engineering and supplier design/documentation as required through the pre-commissioning and commissioning phases of the project.
  • Assesses the installation and network infrastructure of ECMS supplier packages to ensure project compliance and monitors performance through the pre-commissioning and commissioning phases of the project.
  • Works directly under the direction of the Lead Electrical CSU Engineer and works with electrical CSU supervisors/technicians to complete all ECMS activities through the pre-commissioning, commissioning, start-up, operation and final handover phases of the project.
  • Works with the ECMS ‘home’ office engineering group and ECMS supplier field representatives to help resolve ECMS issues as required during the pre-commissioning and commissioning phases of the project.
  • Responsible to assist in validating protection setting and testing microprocessor protection relays, troubleshoot any relay logic and mis-operations.
  • Prepares all requisite pre-commissioning and commissioning ECMS testing documentation, ensuring its completion and submission via Smart Completions for the purposes of start-up, operation, and final handover

 

Education and Experience Requirements:

  • University/B.S. degree in Electrical Engineering plus 10 years of experience or 15 years of equivalent industry experience in lieu of a degree. 

 

Required Knowledge and Skills:

  • A strong knowledge of testing ECMS systems with electrical utility and large plant power systems via various type of IEC 61850 communication protocols, such as Manufacturing Message Specification (MMS), Generic Object-Oriented Substation Event (GOOSE), Modbus TCP/IP and Profinet communication.
  • A strong knowledge of the IEC 61850 network architectures both (Parallel Redundancy Protocol (PRP) and High-Availability Seamless Redundancy (HSR).
  • A strong knowledge in the functionality and operation of HV (138kV) / MV (34.5kV, 13.8kV, 4.16kV) / LV (600V, 480V) utility and large plant power systems and equipment, particularly on ABB, GE and SEL microprocessor protection relays.
  • Experience in download and upload IED Capability Description (ICD) files using various configuration tools.
  • Experience in fiber optic/CAT connection troubleshooting and verification of fiber optic patching schedule.
  • Experience on an LNG construction site, especially along the U.S. Gulf Coast, is preferred.
  • Experience in the design and operation of LNG facilities is preferred.
  • Heavy industrial ‘direct hire’ construction experience with the type of work to be undertaken in a lump-sum/turn-key environment is preferred.
  • Collaborates well in a team environment and able to adapt to change.
  • Effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner.

 

Additional Information:

Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
