Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.
RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
Integrates safety issues and requirements into proposals, planning documents, government documents, design specifications and criteria, construction plans and schedules, bid specifications, and subcontract packages for projects for scaffolding related activities. Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate safety engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining Scaffolding compliance. Provides technical assistance to other safety professionals assigned to projects and other project functions for scaffold related activities. #LI-VB1
Major Responsibilities:
- Assists execution of the safety component of an ESH Program inclusive of technical and administrative aspects.
- Helps prepare and implement Safety and Health Management Plans, associated plans and procedures, and training program.
- Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups to assure that safety and health requirements are integrated within project planning and execution.
- Interprets safety and health requirements and provides comprehensive assistance on plan preparation, risk assessment, and ESH program execution.
- Researches moderately complex issues and regulatory requirements and prepares documentation and reports.
- Provides support and guidance for safety studies, risk assessments, and program reviews and audits.
- Participates in emergency response and incident investigation and resolution.
- Interfaces and communicates with stakeholders and helps resolve their concerns.
- Participates in meetings with customers, team members, subcontractors, and other stakeholders.
- Conducts ESH inspections and monitoring to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements.
- Provides input on bid decisions, proposal development, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with Scaffolding related activities at RGLNG.
- Provides technical support to safety studies, health assessment studies, and project risk assessments for the Scaffolding Superintendent and Scaffolding and Management teams.
- Provides safety technical support and assistance to projects and coordinates safety requirements and formulation of risk reduction measures with project-assigned safety personnel, engineering, construction and onsite ES&H representatives during Scaffolding activities.
- Participates in meetings with project team members, and contractors/subcontractors to advise them of safety requirements that may affect project design, schedule, and cost.
- Drafts ES&H plans, project specific risk reduction plans, safety awareness training programs, and technical reports for the Scaffolding Superintendent and ES&H Management.
- Provides recommendations and input for revising safety procedures, work processes, and other quality improvement measures for scaffolding related activities.
- Conducts safety inspections/assessments of project scaffolding activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H plan.
- When in supervisory role, implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to staff.
Job Dimensions:
A. Supervision Received:
- Receives technical and administrative supervision from the Manager of Safety Services, Safety Services Manager, Principal Safety Specialist/Engineer, or supervisory-level Senior Safety Specialist/Engineer. If assigned full-time on a project, receives supervision and work assignments from the Project Safety Services Supervisor, Project ES&H Manager, Project Manager, or Construction Manager.
B. Supervision Exercised:
- May directly supervise other safety specialists/engineers and provide technical oversight and direction to industrial hygiene subcontractors.
C. Contacts:
- Maintains relationships with internal organizations (e.g., engineering, construction, and subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of safety functional responsibilities into project proposals, design specifications, construction plans and schedules, and subcontractor bid packages.
- Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
- Maintains contact with other safety personnel to keep them informed of changing requirements and to provide technical assistance as needed.
- Maintains contact with customers to exchange information on safety issues, technical advances, and new technologies.
Education and Experience Requirements:
- Requires a bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Required Knowledge and Skills:
- Advanced knowledge in Scaffolding requirements and regulatory compliance.
- Knowledge of safety procedures, engineering systems, principles, and methodologies.
- Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
- Knowledge of engineering and construction systems, methods, and work processes.
- Knowledge of construction planning, estimating, procedures, and execution.
- Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
- Experience in safety inspections/assessments during construction.
- Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes and procedures.
- Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
- Skilled in oral and written communication.
- Knowledge of Bechtel standard computer applications.
- Bachelor of Science degree in the sciences (e.g., biology, chemistry, physics, public health) or mechanical engineering from an accredited college or university or equivalent work experience.
- Prior practical work experience in office settings (e.g., managing safety and health programs, budgets and staff) and field locations (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
