Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
The Deputy CSU Manager assists the Commissioning Manager in the overall management and supervision of Commissioning, Startup (CSU) activities. This role involves planning and directing daily CSU assignments, taking technical responsibility for their organization and execution, and coordinating these efforts. The Deputy CSU Manager makes day-to-day decisions within their assigned area, recommends policy and procedure changes to management, and is responsible for reviewing project designs to ensure safety and operability. In the absence of the CSU Manager, they may direct CSU operations at the jobsite and are responsible for specific portions of the project's CSU and/or operations activities as assigned. This includes directing or assisting in the preparation of operations manuals and CSU procedures.
This position is critical in managing and supervising all pre-commissioning, commissioning, startup, and initial operations activities within their designated area. The Deputy CSU Manager provides daily direction to CSU Area and Discipline Leads, supporting the planning and execution of the overall CSU program. The ideal candidate will possess significant experience in organizational and activity management, the execution of LNG projects, and a strong understanding of industry standard pre-commissioning, commissioning, and operations work practices, including familiarity with Bechtel standards. The Deputy CSU Manager reports to the Project CSU Manager. #LI-SP1
Major Responsibilities:
- Safety and Environmental Leadership: Champion the Destination Zero safety program, ensuring process and personal safety, as well as the highest environmental and health standards on the Jobsite. Lead the safe progression through system energization and hazard control.
- Quality Leadership: Drive the Quality program across all work (including non-CSU), aiming for zero punch-lists to prevent downstream issues.
- Stakeholder Management: Interface strategically with Construction, Owner, and the SIMOPS Coordinator for necessary permits, work authorizations, and Lockout/Tagout, ensuring appropriate System Engineer involvement.
- CSU Team Management & Resource Optimization: As Deputy CSU Manager, manage and direct the CSU team, ensuring effective resource utilization to meet project schedule milestones and budget constraints. Directly oversee Area (ISBL & OSBL) and Discipline Commissioning Leads.
- Commissioning Program Execution: Plan, direct, and oversee the execution of all commissioning activities for the LNG facility.
- Startup and Initial Operations Support: Ensure the provision of system specialists to support the Operations team during the plant's startup and initial operations, including troubleshooting, equipment startup, and operational tuning.
- Completions Program Ownership: Lead the CSU team to drive the commissioning completion of systems, serving as the central point of responsibility for plant systems until full-time operation.
- Turnover and System Readiness: Coordinating with construction and for walkdowns and ensuring quality inspections. Work with construction to ensure system cleanliness.
- Procedure and Documentation Ownership: Own all commissioning procedures and provide significant input to other project CSU procedures and operations manuals, updating them as needed due to design or execution changes. Develop additional procedures as required.
- Budget Control and Financial Oversight: Manage the budget associated with all commissioning activities, including equipment and personnel.
- Strategic Planning and Standards: Develop and evaluate plans and criteria for project activities within their area of expertise. Assist in formulating and recommending departmental policies, procedures, plans, and programs. Interpret relevant regulations, codes, and standards.
- Technical Guidance and Supervision: Supervise, coordinate, and review the work of assigned specialists, estimate staffing needs, schedule work, and provide technical advice, guidance, and on-the-job training to project personnel.
- Project Integration and Operability: Provide input to project management, engineering, and construction to ensure startup requirements are incorporated into all project phases, including design reviews to ensure plant operability and personnel safety.
- Client Coordination and Communication: Coordinate with client representatives to obtain necessary approvals and ensure alignment throughout the project. Prepare and deliver presentations to senior management, the client, or others as directed.
- Scope and Budget Adherence: Ensure all work performed is within the defined scope of services and remains within budget.
- Performance Management: Conduct performance reviews for supervised personnel and ensure they receive appropriate technical assistance and training for their professional development.
- Field Coordination: Oversee coordination with construction during field check-out, pre-commissioning, testing, and the execution of startup activities in the field.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience in commissioning and startup of large-scale industrial facilities, with significant and demonstrable experience in LNG projects.
Required Knowledge and Skills:
- Proven leadership and supervisory experience within a Commissioning and Startup (CSU) team.
- Comprehensive understanding of pre-commissioning, commissioning, startup, and initial operations processes, best practices, and relevant industry and regulatory standards for LNG facilities.
- Strong organizational, planning, problem-solving, communication, and interpersonal skills, with the ability to effectively engage with multidisciplinary teams and stakeholders.
- Demonstrated commitment to safety and quality programs.
- Prior experience with Bechtel startup processes and procedures
- Proficiency in relevant technical software and tools.
- Professional Engineering (PE) license.
- Experience with SIMOPS (Simultaneous Operations).
- In-depth knowledge of APCI LNG technology processes and equipment.
- Experience in the development and implementation of CSU procedures and operations manuals.
