Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

Responsible for Environmental, Safety & Health (ES&H) statistical reporting for projects, global business unit (GBU) and/or ES&H function requiring an ability to gather, sort, analyze and determine trends based on the data gathered. Contributes to the development and improvement of processes, procedures, methodologies and systems relevant to statistical reporting, including preparation of appropriate documentation, reports, and/or spreadsheets. Undertakes the technical aspects of processing information and data analysis in areas relevant to a project, GBU and/or ES&H function. #LI-VB1

Reports to and receives operational direction and functional supervision from the GBU ES&H Manager, GBU Senior ES&H Manager, Safety Services Manager, Environmental Services Manager, and Manager of ES&H Support Services or the Corporate ES&H Manager.

Maintains relationships with internal Bechtel organizations (e.g., Information Technology, Construction, and Business Development) and possibly contractor/subcontractor representatives to coordinate the administration and implementation of ES&H statistical reporting activities in GBUs, projects and offices where applicable. Maintains frequent electronic and personal contact with government regulatory and resource agencies to obtain current information on published ES&H statistics for comparison and benchmarking purposes. Maintain relationships with GBU ES&H Managers and their teams. Maintains relationships with project assigned ES&H personnel to ensure that they have the tools needed to meet the ES&H reporting of Bechtel.  

 

Major Responsibilities:

  • Contributes to the development of processes, procedures, methodologies, and systems relevant to the work area, including preparation of appropriate documentation of reports.
  • Researches, gathers, and develops data to submit reports on Bechtel’s ES&H statistical performance.
  • Analyzes data to aid in benchmarking and use in submittals of proposals.
  • Maintains the ES&H statistical data for a given area of responsibility which includes entering, sorting, and manipulating data in a web-based data records management system. 
  • Prepares confidential and sensitive reports that may include injury data resulting from lost-time accidents and/or fatalities.
  • Ensures confidentiality of data prepared and reported as necessary.
  • Monitors, reviews, and evaluates governmental regulatory and resource agency data reporting and their impact on Bechtel statistical reports.
  • Develops and aids in the implementation of processes to meet governmental and Bechtel reporting requirements.
  • Manages user authorization/access to the Corporate ES&H safety data system (WebSDS).
  • Trains personnel in system requirements, methodology, and use of the WebSDS.
  • Recommends improvements to streamline the reporting process and/or web-based data records management system.
  • Participates in senior-level ES&H meetings to discuss and provide further analysis on findings.
  • Prepares reports for submission to regulatory agencies (e.g., preparation and submission of the OSHA 200 log).  

 

Education and Experience Requirements:

  • Prior work experience leading to the thorough understanding of the knowledge described below or degree in an applicable discipline from an accredited college or university. 

 

Required Knowledge and Skills: 

  • Knowledge and understanding in the field of data collecting, analysis, and statistics.
  • Proficiency and experience in researching published industry statistics for comparison and benchmarking purposes.
  • Attention to detail and thorough proofreading skills.
  • Knowledge of regulatory recordkeeping requirements (e.g., definition of a recordable, restricted or lost-time case as used by regulatory agencies as exemplified by OSHA, HSE, and EPA).
  • Knowledge and understanding of data management systems and computer hardware/software, including Microsoft Excel.
  • Capable of working the ES&H safety data system (WebSDS).
  • Good skills in oral and written communications.

 

Additional Information: Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
