Project Overview

The Australia-Asia PowerLink Project (AAPowerLink) is to develop the world's largest Solar Farm (20GW generating capacity) in a remote location of the Northern Territory of Australia, approx. 750km south of Darwin. Power generated will be transported by overland HVDC (High Voltage Direct Current) transmission lines to Darwin and then via undersea HV DC cables to Singapore, including major battery storage and converter stations at the Solar Farm, Darwin and Singapore (more information is available at


Sun Cable, developer of the world's largest solar energy infrastructure network, selected Bechtel as project delivery partner on the Integrated Project Delivery Team (IPDT) which also consists of Hatch, SMEC, PwC and Marsh for the AUD30+ billion Australia-Asia PowerLink, which will supply renewable electricity to Darwin, Australia, and Singapore. This Sustainability role will be part of the IPDT requiring interface with the project management team and key logistics service providers.


About the Role

As the Community Engagement and Communication Specialist you will work directly with the Project, Subcontractor and Client Corporate Affairs teams for the successful delivery of outcomes including community relations and engagement, social impact management, modern day slavery compliance, Indigenous affairs, local content, external and internal communications and media in relation to the Project.  


You will play an integral part as a SunCable Delivery Partner based in Brisbane or Darwin initially with frequent travel between locations as required, and eventually be based in Darwin when the project moves forward into the execution phase.


Essential Job Duties

  • Works cross functionally to embed sustainability, social performance and communications objectives and implement the delivery of management plans.  
  • Supports Client and community interfaces on delivery of sustainability, social performance and communications objectives.
  • Supports the community outreach and engagement program to build a positive Project reputation and build relationships built on trust with stakeholders such as civic organizations, local government and local businesses. Organises appropriate Contractor representation and communications materials as required. Represents Contractor at community engagement events.
  • Assesses and manages compliance to, and regulatory reporting of project social performance outcomes including modern day slavery compliance and local and indigenous content.
  • Analyses Project impacts and community, customer and Bechtel expectations for successful Project social performance and communications. Anticipates Project related issues and risks, as well as government and community expectations to develop and implement Indigenous engagement and Social Performance management plans in response.
  • Provides strategic advice to Project leadership on potential reputational impacts, expectations, and related implications; assesses consequences of project decisions; and works with Project functional teams to develop proactive solutions to issues to minimize external risks and manage public expectations.
  • Develops and maintains a stakeholder map and interaction register to track, monitor and report Indigenous consultation and stakeholder engagement actions and outcomes including management of community grievances.
  • Supports development of a local and Indigenous Business register to enhance local and Indigenous participation; works with Company and Contractor Supply Chain team to identify potential opportunities for such businesses to participate on the Project.
  • Supports Permitting Lead with engagement to facilitate permitting and regulatory approval processes.


Basic Qualifications

  • Relevant university degree in communication and social performance related fields
  • Proven seven years plus years social performance and/or communications management experience in construction/project management roles for major energy/infrastructure projects.
  • Advanced understanding of social performance management and sound understanding of planning processes on construction projects.
  • Proven experience in establishing and maintaining productive working relationships within Project Management teams, JV partners and contractors.
  • Expert analytical and strategic planning skills; ability to balance short and long-term priorities and manage simultaneous commitments; ability to define project goals and deliverables and implement key programs on time and within budget.
  • Excellent judgment; heightened sense of personal and corporate ethics.
  • Advanced communication skills (oral & written) including negotiation and influencing skills and the ability to establish effective working relationships with a variety of people at different levels both internally and externally.
  • Competent user of Microsoft Office suite of products.
  • Construction and/or oil and gas industry experience a plus.

This position has responsibilities that include exposure to changing environmental, construction and operational conditions. Candidate must be able to use standard issued Personal Protection Equipment (PPE).
