Bechtel is seeking a Regional HR Manager who will report to the Global Manager of Regional HR. The position is responsible for HR operations within the APAC and South Asia regions - conceptualising, formulating, recommending and directing human resource compliance, policies, programs, diversity & inclusion and initiatives as appropriate for the region and within the corporate policy guidelines. 


Job Responsibilities


  • Review, recommend and implement HR policies, procedures and instructions by monitoring relevant legislative and market changes within the region
  • Anticipate potential impacts and recommend changes to human resources policies, programs and practices which are both competitive and cost effective, in line with local legislation
  • Provide input and guidance on work visa requirements for countries within the region, work visa options, compliance and related HR/payroll work processes
  • Develop and facilitate immigration work process, data, metrics and reports to ensure compliance
  • Oversight of project HR within the region, including interface with GBU HR Business Partners and GBU HR Services Managers
  • Provide HR assistance and regional expertise to region management and HR Business Partners in the development of human resources programs designed to meet business development request
  • Establish training programs for new or revised policies or programs and evaluate effectiveness of implementation
  • Coordinate periodic review of HR policies, programs and management instructions; recommending revisions to promote internal equity and/or competitiveness within the industry
  • Provide interpretative guidance to regional management and HR concerning the intent of human resource policies
  • Manage and audit employee relations cases within the regions
  • Interface with project HR as required, ensuring the timely completion of critical human resources activities
  • Plan and provide oversight for HR activities/staff as needed and championing diversity and inclusion within the region
  • Direct regional human resources administration including: 
    • Select, train and develp assigned staff
    • Monitor performance of assigned personnel
    • Initiate human resurces actions for assigned staff (performance evaluations, salary actions, etc.)
    • Troubleshooting HR issues that arise on project, within the functions or with BBS and provide advice to HR team on best course of action
    • Manage SAP data integrity and ensuring HR team members are conducting regular and ongoing checks for relevant population
    • Performing other duties as required by the Global Manager of Regional HR 


Basic Qualifications


  • Bachelor’s degree in Human Resources, Business Administration, or related field and 13 years of in-depth HR experience (including several HR disciplines; i.e. policy development, employment compliance, employee relations and project delivery) or 17 years of experience in lieu of degree  
  • Proven ability to lead a team of experienced HR professionals 
  • Knowledge of employment compliance legislation and law throughout the region 
  • Ability to travel as required 


Preferred Qualifications


  • 10+ years of international project experience, including experience of working within the region in the construction/engineering / project management sector
  • Good working knowledge and prior experience in a large, matrix organization
  • Strong work delivery focus
  • Proven ability to exercise a high degree of individual initiative, discretion, and judgment
  • Ability to work effectively under pressure with changing priorities, deadlines and stakeholders
  • Demonstrated knowledge of main human resources disciplines (policy development, employment legislation, project HR delivery and employee relations.)
  • Experience and demonstrated skill in conducting research, investigating alternatives and recommending solutions on areas affecting human resources administration
  • Demonstrated management and supervision experience
  • Skill in the preparation and presentation of oral and written reports
  • Detail oriented, organized, flexible and able to work with multiple levels is essential
  • Proven experience managing multiple human resources processes
