Project Overview:
Bechtel Mining and Metals offers engineering, procurement, and construction services for customers in the mining sector across multiple commodities including Iron Ore, Bauxite, Alumina, Aluminium, Copper, Gold, Coal, Lithium and Rare Earths markets.
The M&M Global Business unit also has offices in Brisbane, Perth and Adelaide in Australia along with execution units in the United States, Peru, Kingdom of Saudi Arabia, India and other project locations around the world.
The Project is a greenfield mining, process, material handling and ship loading project with a focus on sustaining production, minimise environmental impacts, strengthen long-term relationships with neighbouring communities and foster local economic development.
Job Summary:
The Materials Manager provides expertise, advice, and direction for project and field materials management activities during the front-end stage of the project to ensure the overall organizational effectiveness among all functions responsible for the materials management process. Establishes policy and monitors and approves the development of execution plans involving automated and manual material management and inventory control systems in accordance with project and corporate processes and procedures. Plans, directs, coordinates, and monitors personnel actions for material management staff.
Major Responsibilities:
- Provides operational direction to personnel assigned to the project materials management group, both in the project and field offices.
- Maintains direct working relationships with Project Management, Project and Field Engineering, Construction, Project Controls, Project and Field Procurement personnel, and the Customer to ensure mutual understanding, development, and attainment of objectives, plans, and requirements for materials management of the project.
- Reviews the initial master schedule, detailed timing and sequence of each functional group, and actual progress of each group to confirm that materials meet required delivery dates.
- Collaborates with DSCS automation coordinator to ensure data flows properly from Engineering to populate all systems throughout the Supply Chain.
- Utilises the materials components of the Project Automation Plan to monitor related data transfers between the functional groups.
- Ensures that items on the equipment list have been identified for requisition and purchase, and that requisition issue dates support project detail schedules.
- Deploys Project Pre-Buy strategy as required and monitors Engineering progress in the preparation and issuance of material requisitions.
- Issues the Material Responsibility Matrix to reflect the agreed division of functional responsibilities for material activities including deviations or changes among project, support, and field offices.
- Prepares and implements project specific Materials Management Plan.
- Interfaces between Construction and Procurement functions to identify, requisition and establish delivery dates for material requirements resulting from design changes, rework, contingency/work arounds, scope changes, or materials missed in Engineering take-offs.
- Monitors Procurement reports and activities to ensure that purchasing and expediting are working effectively to maintain milestone schedule dates.
- Coordinates with Construction and Field Procurement the plans for material identification, material availability in support of installation plans, and equipment requiring special handling at the site.
Education and Experience Requirements:
- Bachelor of Science or equivalent, in Supply Chain or Business Administration related field is preferred; and minimum of 15 years’ experience in commercial and materials management aspects of the procurement of goods and/or services.
- Experience and skill in supervision, including selection, hiring, training, development and performance evaluation.
- Advanced knowledge of all procurement operations related to the management of materials at area, regional, temporary and jobsite office locations.
- Advanced knowledge in Field Engineering and Construction activities, and knowledge of Standard Work Process Procedures related to materials management functions.
- Advanced knowledge of all Engineering disciplines, the work process and the deliverables produced.
- Experience with applicable Bechtel policies, instructions, and Procurement procedures and guidelines highly desirable.
- Knowledge and experience in the use of digital supply chain systems , Engineering tools and other project data systems.
- Prior experience in major global, direct hire and contract management projects, which include Engineering, Procurement and materials control activities.
Required Knowledge and Skills:
