Project Overview:

The Ar Rjum Project comprises a green field gold project with three open pit mining operations with associated waste dumps and ore stockpile, a processing plant, tailings management facilities, and supporting infrastructure including water supply, power supply, maintenance facilities, offices, temporary and permanent accommodation village. The Project is situated within the Central Arabian Gold Region, approximately 200 km north-east of Taif towards Riyadh and about 26 km South of Al Mouwayh, which is a small town situated on the Jeddah – Riyadh highway. A desert track connects Al Mouwayh to the Project site.

Bechtel has been awarded the Ar Rjum gold project feasibility study update and related works by Ma'aden, Saudi Arabia’s state-owned mining company. The scope will include updating the existing design capacity from 6 Mtpa to 8 Mtpa and preparing for execution, which is anticipated to kick off execution in 2025.


Job Summary:

As Lead Cost Engineer, you will provide input, guidance and recommendations for cost engineering requirements relative to staffing and project control, preparing detailed staffing plans for cost engineering activities. You will review proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations and participating in establishing pricing structures to be applied to quantities for estimates. In this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.

 

This is a fulltime position with possible work from home options as per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project.  Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with function or project leadership.


Major Responsibilities:

  • Responsible for cost estimating, analysis, and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill 
  • Analyzes to provide innovative solutions to cost engineering challenges 
  • Develops and implements project requirements for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures 
  • Ensures work is completed as scheduled, supporting project organizational and administrative activities 
  • Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons 
  • Reviews identified cost trends for cost effectiveness and suggesting alternatives when appropriate 
  • Maintains open communications with other organizations to support cost engineering analysis and control activities 


Education and Experience Requirements:

  • Rrequires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience.


Required Knowledge, Skills, and Abilities:

  • Experience in directing project cost engineering, including cost control and analysis, cost reporting, incurred cost assessment and conducting meetings.
  • Experience in establishing criteria for Project Controls cost activities and in cost and commitment and incurred cost analysis and management.
  • Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and start-up work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
