About the Project

The Australia-Asia Power Link Project (AAPowerLink) is to develop the world's largest Solar Farm (20GW generating capacity) in a remote location of the Northern Territory of Australia, approx. 750km south of Darwin. Power generated will be transported by overland HVDC (High Voltage Direct Current) transmission lines to Darwin and then via undersea HV DC cables to Singapore, including major battery storage and converter stations at the Solar Farm, Darwin and Singapore (more information is available at 


About the Role

As an Environmental Manager - Delivery Planning & Execution you will be responsible for integration of environmental issues and requirements into planning documents, design specifications and criteria, construction plans and schedules, bid specifications, and subcontract packages for the AAPowerLink project where you will have technical responsibility for interpreting complex requirements, evaluating, and applying appropriate scientific/environmental engineering principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with environmental requirements, including providing technical assistance to project integrated team personnel.


Key Responsibilities

  • Provide support and guidance to the Client led regulatory approval programs for the Project, including development of permit applications for acquisition, approvals registers, regulatory/environmental compliance matrix, and supporting technical documents (e.g., permitting plan, sustainability plan, CECP, aspect mitigation sub-plans).
  • Integrates environmental and regulatory requirements into planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents.
  • Works with Project functional leads (e.g., engineering, construction, CSU, contracts, procurement, project controls), customer, and contractor/subcontractor representatives on integrating and addressing environmental requirements into design specifications, work packages, executing field activities and products.
  • Provides technical support to feasibility studies, proposal development and estimates, site assessment studies, client permit applications, and project risk assessments.
  • Provides technical guidance on environmental mitigation measures, resilience controls, and sustainability (including decarbonization, LCA, biodiversity, local content, MDSA, community engagement).
  • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
  • Coordinate implementation of Bechtel Infrastructure’s sustainability strategy initiatives.
  • Participates in meetings with customers, project management and department leads, and contractors/subcontractors to advise of any permitting and environmental requirements, needs, actions or issues that may affect Project design, schedule, and cost.
  • Performs compliance assessments / inspections to monitor performance and compliance with environmental requirements including contractual commitments, permits, and the project’s CECP
  • Supports project-assigned environmental and sustainability personnel and execution of the Project’s ES&H program.
  • Delivers training and awareness campaigns on environmental, sustainability and regulatory compliance aspects through various formats.


Essential Experience 

  • Bachelor’s degree or higher in field of science (biology, ecology, geology, natural resources) or environmental engineering from an accredited university
  • At least 8 years of practical environmental or permitting experience in the industrial construction or heavy engineering industry to achieve effective implementation of a comprehensive environmental management program.
  • Knowledge of international and national environmental regulations and experiences of regulatory permitting processes and responsibilities.
  • Working knowledge of international financial institution environmental requirements and guidelines (e.g., IFC, World Bank) in developing EIAs and implementing mitigation measures for large industrial projects. 
  • General knowledge of construction methods and environmental mitigation practices as related to large-scale (industrial) projects. Experience with implementing industry BMP standards on environmental compliance, emissions and effluent, hazardous materials, waste, ESC and restoration is desired.
  • Demonstrated ability to work independently and as part of a project team.
  • Excellent verbal and written communication skills
  • Experience in managing and/or providing technical oversight of environmental subcontractors or consultants.
  • Skilled in working collaboratively with others in a complex integrated environment 
  • Proficient in the use of Microsoft Office suite of products.
