Bechtel / HS2 Delivery Partner: Senior Project Manager

 


HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, Leeds and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key part of the engine to make this happen.

 

Bechtel provides expert engineering, environmental, engagement and project management support across Phase 2b. We focus on the delivery of Hybrid Bills and advice to HS2's client, the Department of Transport, to assist his Majesty's Government in making investment decisions.

 

Bechtel has worked on the UK's largest and most complex rail projects including HS1, Tube Lines, Crossrail, West Coast Mainline and Great Western Route Modernisation. HS2 will add to this iconic portfolio.

The role will be based from the Birmingham office. The role can be split between home and work office to support hybrid working.

 

 

SUMMARY

 

This role is responsible for leading a multidisciplinary team in order to manage the relationship and progression of works under various contracts between Phase 2b and Network Rail on behalf of the Head of Network Rail Integration. The role manages internal retained risk, interfaces, dependencies and external stakeholders, whilst working collaboratively with Network Rail and the Supply Chain to enable safe and efficient delivery of assigned scope to budget, time and quality.

 

 

JOB DIMENSIONS

Phase 2b’s collective endeavour is:

“To prepare for the delivery of Phase 2b West Leg by:

·       seeking the earliest possible Royal Assent [for the Phase 2b Western Leg hybrid Bill between Crewe and Manchester];

·       developing the scheme to reduce cost, carbon and risk while learning lessons and maximising opportunities.

·       To support DfT on definition of further scope. Pan team collaboration, teamwork and safety will be our hallmarks.”

The Network Rail Integration team is responsible for providing the necessary specialist support to the Directorate to support the promotion of the Bill, its amendments and other consenting processes. The team is also accountable for progressing the future scope and scheme design in collaboration with Network Rail.

 

 

 

ESSENTIAL JOB DUTIES

 

·       Develop positive, collaborative works relationships across the different areas of Network Rail (or GBR) where Phase 2b and future stages of HS2 interface.

·       Direct and Manage On Network Work (ONW) projects (where NR are designing and delivering scope for Phase 2b) focused on the interfaces between HS2 and NR.

·       Set up and Manage Asset Protection arrangement under the FAPA.

·       Network Rail Integration – early engagement and seeking design and strategic agreement for future scope

·       Lead the team in effectively and efficiently managing the Phase 2b NR contracts.

·       Lead on design integration between HS2, HS2 PSCs and NR.

·       Establishing, monitoring and managing the delivery of consistent contract management, including identification of emergent or systemic problems, leading to resolution.

·       Managing and monitoring contract performance, including programme schedule and cost.

·       Proactively managing risks and support the mitigation of HS2 programme level risks.

·       Responsible for building a collaborative culture which enables high performance by encouraging innovation and knowledge sharing between HS2, Network Rail and the supply chain.

·       Act as first point of contact for HS2 Phase 2b related queries on NR.

·       Actively promote and embed Equality, Diversity, and Inclusion (EDI) in all work, and support and comply with all organisational initiatives, policies, and procedures on EDI.

 

 

JOB KNOWLEDGE, SKILLS AND EXPERIENCE

 

Skills:

·       Project Management - the ability to plan and integrate projects to deliver target costs, dependencies, risk management and project benefits.

·       Problem Solving – the ability to identify problems and review related information to assist in the development and evaluation of options and the implementation of solutions, including the ability to manage and plan workstreams, considering the competing demands of stakeholders, cost, time and quality.

·       Decision Making – the ability to manage the gathering and synthesising of necessary information to assist in the identification of options and the application of judgement based on logic and reason.

·       Analysis - the ability to analyse inputs, assess data to assist in the development of strategies and document supporting rationales.

·       Influencing & Negotiating – the ability to influence and negotiate with internal functions and external supply chain partners.

·       Building Relationships – ability to establish and maintain relationships with internal and external stakeholders and suppliers to resolve emergent risk situations.

 

 

Knowledge:

·       Understanding of matrix organisations and programme delivery

·       Project management knowledge aligned to the level of APM Project Manager

·       Understanding of the nature of the relevant contract structures and the design and application of appropriate performance systems.

·       Understanding of risk identification and management

·       Understanding of project schedule management, dependencies and risk assessment

·       Knowledge of contract management

·       Knowledge of governance and assurance

Type of experience:

·       Experience of the entire project lifecycle including planning, procuring, developing, and implementing similar project activities.

·       Experience of leading, managing people and working across functions and disciplines to deliver objectives

·       Qualification in project management, Engineering management, or the equivalent experience.

·       Experience of managing design and delivery of works with Network Rail or other railways.
