Senior Planning Manager (Birmingham)

Bechtel provides expert engineering, environmental, engagement and project management support to HS2 as a Delivery Partner across Phase 2b. We focus on the delivery of Hybrid Bills and advice to HS2's client, the Department of Transport, to assist her Majesty's Government in making investment decisions.

HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, Leeds and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key part of the engine to make this happen.

This role has an anticipated start date of January 2022. It carries a part time tele-working status, which provide the opportunity to work from home part of the time and in the Birmingham office approximately 5 days per fortnight.

 

We are seeking to hire into Bechtel on a permanent basis, your first project will be with HS2.


1. Job Purpose

Planning manager to support, assure and actively challenge development of the 2B construction schedule for the Western Leg. Responsible for liaising delivery team leads and the supply chain C&L partners in the management & evaluation of a construction schedule to ensure correlation with the wider overarching programme, cost, and risk functions across Phase 2B. Required to work with the 2B

baseline/delivery teams to manage planning assurance reports, complete analysis on

planning scenarios and provide fully integrated logic driven schedules whilst ensuring compliance with other internal stakeholders within HS2


2. Role of Directorate/Department


Project Controls is responsible for producing and maintaining the overall Phase 2 integrated schedule, cost plan, risk registers and change log. This includes providing key functions as a service to Phase 2 as a whole - relating to cost, schedule, risk, reporting, change management and the underpinning systems, document control and configuration management required. Project Controls also ensures baselines are established, integrated, and delivered within the scope, budget envelope and schedule.

Planning is responsible for the evaluation of project time for the relevant programme of works as part of Project Controls reporting to the CFO Directorate/Delivery teams within HS2.


3. Accountabilities


• Provide construction planning expertise in the development and assurance of C&L

deliverables.

• Manage the integrated construction P6 programme in accordance with the HS2

Planning Processes and Procedures.

• Providing assurance of C&L deliverables from the consultants C&L deliverables,

ensuring correlation within business targets and objectives.

• Support baseline working groups from a construction planning focus, driving best

practice into HS2 owned construction schedules.

• Support Head of Planning in providing construction-based assessments to

Parliamentary advisors and DfT colleagues when required.

• Managing internal and external stakeholders input to establish Programmes.

Correlate Schedule, Cost and Risk assessment through integrated solutions to influence critical path analysis thus providing robust/quality plans for decision making.

• Support in What-if scenario planning providing integrated solutions to programme

and project conflicts and recoveries.

• Manage and monitor processes to integrate scheduling from across all projects

within the area of work

• Capture, implement and share best practice Project Planning policy, processes,

and procedures across the business to drive continuous improvement, and provide specialist advice where required.

• Identify key programme interfaces and working with the Procurement/commercial

planning team, document definitions of these.

• Demonstrate through agreed performance indicators the efficiency and

effectiveness of the plans and schedules developed and used.

• Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work.

Support and comply with all organisational initiatives, policies, and procedures on EDI.


Knowledge:

• Established knowledge of large complex construction schedules and interface

schedules.

• Knowledge of Mass-haul/TILOS planning tools to assist with schedule

development/assurance

Experience in assuring/challenging construction schedule deliverables and

outputs with a track record of success.

• Expert knowledge of P6 and project planning processes and lifecycles

• Established track record of achievements in planning and project management

within large scale / complex infrastructure / construction projects

• Demonstrable understanding of commercial elements within a planning

environment in large / complex infrastructure / construction projects

• Understanding of accepting/rejecting schedules using NEC contract

requirements

• Understanding of rail/infrastructure working practices & methodologies in live

working environments

• Knowledge of Procurement routes to market and different pre-construction

contracting practices


Type of Experience:

• Construction experience gained across a range of projects, with a sound

understanding of project management principles and application

• Experience of working in a project environment and meeting deadlines.

• Activity being involved with preparing pre-construction/procurement

schedules.

• Performance management of external consultants aligned to internal process

and procedures


You will hold a degree in a related subject area and already be regarded as having credible experience in this area being able to operate with minimal supervision
