HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, Leeds and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key part of the engine to make this happen.

 

Bechtel provides expert engineering, environmental, engagement and project management support across Phase 2b. We focus on the delivery of Hybrid Bills and advice to HS2's client, the Department of Transport, to assist his Majesty's Government in making investment decisions.

The role will be based from the Birmingham office on a hybrid time basis.

 

SUMMARY

 

The role of Lead Planner is to manage and oversee the day-to-day requirements of the phase 2B East or West Leg ensuring that outputs and processes are adhered to in-line with the companies planning procedures.

You will be responsible for providing timely and accurate status input into the Phase 2B programme (East or West Leg), including inputs from Professional Services Consultants and internal departments and external stakeholders. You will ensure that the programme integrity is maintained through managed interfaces (Give/Gets) and that no changes are made without approved and authorised change control.

The Phase 2B (East Leg or West Leg) programme includes multiple phases from development through construction to delivery into service and comprises the Phase 2b Leg.

As a Lead Planner, you will be required to attend meetings and liaise with other workstream leads ensuring correlation with the wider overarching programme, cost and risk functions across Phase 2.  Required to work with the Key Stakeholders to manage planning outputs, complete analysis and assurance on planning scenarios and provide fully integrated logic driven schedules whilst ensuring compliance with wider programme / reporting requirements. The role will act as planning lead for the East Leg or the West Leg and reports directly into the Senior Planning Manager. Subject to the scope for planning and scheduling services, the Lead Planner will be accountable for managing a team of planners.

 

 

JOB DIMENSIONS

 

 

Procurement Directorate is responsible for delivering the overall Phase 2 delivery and procurement programme for HS2.

Project Controls is responsible for producing and maintaining the overall Phase 2 integrated schedule, cost plan, risk registers and change log. This includes providing key functions as a service to Phase 2 as a whole - relating to cost, schedule, risk, reporting, change management and the underpinning systems, document control and configuration management required. Project Controls also ensures baselines are established, integrated and delivered within the scope, budget envelope and schedule.

 

 

ESSENTIAL JOB DUTIES

 

·       Manage day to day function of the planning team reporting into the Senior Planning Manager Phase 2b.

·       Lead the planning team and collaborative planning meetings.

·       Perform analysis and scenario modelling for any potential project change and be able to provide schedule risk, issues and delay analysis to the appropriate HS2 leads/Heads of.

·       Manage the integrated P6 programme in accordance with the HS2 Planning Processes and Procedures.

·       Managing internal and external stakeholders input to establish Programmes. Correlate Schedule, Cost and Risk assessment through integrated solutions to influence critical path analysis thus providing robust/quality plans for decision making.

·       Support in What-if scenario planning providing integrated solutions to programme and project conflicts and recoveries.

·       Manage and monitor processes to integrate scheduling from across all projects within the area of work

·       Work closely with Project Managers to maintain P6 programme schedules and manage the interfaces between schedules. Provide hierarchical performance reporting such as Earned Value Management process.

·       Capture, implement and share best practice Project Planning policy, processes and procedures across the business to drive continuous improvement, and provide specialist advice where required.

·       Identify key programme interfaces and working with the Procurement/Planning team, document definitions of these.

·       Demonstrate through agreed performance indicators the efficiency and effectiveness of the plans and schedules developed and used.

·       Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work. Support and comply with all organisational initiatives, policies and procedures on EDI.

·       Support Head of Planning Phase 2, Senior Planning Manager Phase 2b, and the wider planning/ project controls function.

 

JOB KNOWLEDGE

SKILLS

·       Member of a relevant professional body with chartered status and/or educated to degree level.

·       Ability to deliver Earned Value Management and productivity data collection and analysis.

·       Organisational Skills – the ability to produce planning or scheduling programmes of activity in a construction environment

·       Ability to compile data, and present/communicate and produce reports for internal and external distribution

·       Ability to interrogate schedules in terms of checking for integrity, critical path analysis, ability to understand float and sequencing of planned activities.

·       Integration, analysis and presentation of complex information

·       Presentation skills including presenting and reporting to internal stakeholders

·       Attention to detail

KNOWLEDGE

·       Knowledge of project and programme planning processes and lifecycles

·       Established track record of achievements in planning and project management within large scale / complex infrastructure / construction projects

·       Demonstrable understanding of commercial elements within a planning environment in large / complex infrastructure / construction projects

·       Understanding of accepting/rejecting schedules using NEC contract requirements

·       Understanding of rail/infrastructure working practices & methodologies in live working environments

·       Knowledge of Planning Systems including Primavera P6

·       Knowledge of Procurement routes to market and different pre-construction contracting practices.

TYPE OF EXPERIENCE

·       Experience of complex schedule integration on large multidiscipline construction projects with a sound understanding of project management principles and application

·       Experience of leading planning teams to deliver a major infrastructure project.

·       Strong understanding and knowledge of Change Management and Earned Value Management processes.

·       Activity being involved with accepting/rejecting supply chain schedules in line with NEC requirements.

·       Performance management of external consultants aligned to internal process and procedures.
