Bechtel provides good engineering, environmental, engagement and project management help to HS2 as a Delivery Partner across Phase 2b. We focus on the delivery of Hybrid Bills and advice to HS2's client, the Department of Transport, to assist her Majesty's Government in making investment decisions.

HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, Leeds and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key part of the engine to make this happen.

This role has an anticipated start date of February 2022. It carries a part time tele-working status, which provide the opportunity to work from home part of the time and in the Birmingham office approximately 5 days per fortnight.


We are seeking to hire into Bechtel on a permanent basis, your first project will be with HS2.



1.1 HS2 is the second High Speed Rail project in the UK and provides high speed travel from London to Birmingham and the north of England. In doing so, it provides major benefits in network capacity, connectivity and growth for the UK. HS2 Ltd is the Non‐Governmental Public Body established to deliver HS2.

1.2 The Programme and Strategy Directorate (PSD) is at the heart of the business and the project, playing a key role in interfacing with the client and in setting direction for and coordinating efforts from across the organisation and its supply chain to deliver the project. Functions provided by PSD include risk, assurance, benefits, information management, programme controls and the Programme Management Office (PMO).

1.3 Change Management and Reporting are critical activities enabling formal control of impacts to baselines prior to the event and reporting of progress and trends to enable informed management decisions and corrective actions to be undertaken.

1.4 Reporting to the Senior Reporting and Change Manager, this role sits within PSD teams embedded within a Delivery Directorate. As Reporting and Change Manager, you work closely with the Project team and Cost Management teams to develop, implement and control the HS2 Ltd’s change management and reporting processes within that Directorate/Team.



2.1 Principal accountabilities within the Directorate/Team to include (but not limited to):

2.1.1 Lead change control activities, conduct quality assurance checks of change submissions, related to

programme and project planning and baseline management.

2.1.2 Administer and facilitate from end to end the changes to the baseline, contracts and wider


2.1.3 Monitor, review and report to the PSD Change Management Lead/Head(s) on quality of change

proposals submitted for inclusion against baseline.

2.1.4 Issue guidance and corrective actions to functional departmental staff, in order to improve quality of

change control information.

2.1.5 Production of monthly performance reports including cost management reports, estimates at

completion, trends and performance to date measures.

2.1.6 Attendance at project and programme level meetings and assessment panels to promote, manage

and report on progress with change governance and control across the organisation.

2.1.7 Take all reasonable steps to inform all relevant departments within the business to help make sure

that all approved changes are correctly attributed, and incorporated into, planned schedules of

activity, costs models and estimates, and Work Breakdown Structure (WBS).

2.1.8 Promote use of recognised best practice in change control.

2.1.9 Provide advice, training and guidance for functional departmental staff as required for the

programme change management process.

2.1.10 Regular engagement with functional departmental staff to create a wider understanding on

potential impacts to programme wide and contractual change.

2.1.11 Engagement with internal stakeholders for the development, training and management of

Programme and Contract change management systems, facilitating reporting requirements at all

levels within the organisation.

2.1.12 Help development of requirements, procurement, user testing, training and implementation of

Programme and Contract change management systems.



2.2.1 Essential skills:

i.                A good understanding of change control principles and experience of managing, controlling and

governing change against a defined baseline on a major infrastructure programme/project.

ii.              Detailed knowledge of change impact assessments and their requirements for successful submission and approval of change and subsequent updates to baseline data.

iii.            Sound knowledge of recognised project management and change control principles (procurement, earned value measurement, risk management, contract administration and claims resolution).

iv.            An understanding of NEC contracts, amendments, early warning notices and the work flows of communications between contractor and client.

v.              Undeniable evidence of change management reporting and analysis.

vi.            A good understanding configuration management, WBS and delivery structures and their impact and/or integration with change management.

vii.         Evidence ability of succeeding and delivering against tight deadlines, in an ambiguous political environment and a track record of developing effective working relationships, and providing meaningful guidance and help to colleagues in different disciplines.

viii.       Undeniable evidence of facilitating multidiscipline, change management meetings.

ix.            Sound understanding of change and contract management tools and systems.

x.              Ability to quickly develop a sound knowledge of the HS2 Ltd organisation chart, Heads of Departments and key stakeholders.

xi.            Awareness of the HS2 Ltd Programme and their historic and upcoming key milestones. 2.2.2 Desirable skills:

i.                Post-graduate level competency.

ii.              Strong quantitative, drafting and presentational skills, including representation for PSD at board level.

iii.           Inter-personal skills with ability to build sure relationships at all levels of the organisation and external stakeholders.

iv.           Previous rail, infrastructure or construction sector experience.

v.            Strong Capability with MS Word, Excel and Powerpoint.

vi.        Experience with a range of project/programme management software packages with reporting modules/capability including PRISM.



2.3.1 You are a proven leader capable of providing clarity, direction and motivation to your team and your colleagues.

2.3.2 You are a team player, able and willing to help the organisation and your colleagues as required. 2.3.3 You are a self-starter, able to develop solutions to problems and able to explain impact of change clearly to others, whilst maintaining good attention to detail.

2.3.4 You possess excellent interpersonal and communication skills and are able to interact with a large number of stakeholders within HS2 Ltd and beyond. Working with colleagues in HS2 Ltd to develop and manage the change management process in order to achieve organisational clarity of changes to scope, cost and schedule.

2.3.5 You are able to think strategically about change, the associated risks and governance required to achieve auditable change management.

2.3.6 You have experienced change at programme level and have a clear understanding of the processes and procedures required to assess the impact and mitigate risks to the programme.

2.3.7 You have an understanding of the data and information management needs of a major programme. You are confident in analysing and interpreting data and producing accurate, timely and informative reports in multiple formats (tabular, graphical etc.) targeted to the needs of the audience.

2.3.8 You are a proactive thinker and seek innovative solutions to complex problems and then be able to enhance controls, processes and procedures to embed these in HS2 Ltd.



3.1 The job holder has to decide which issues to escalate to the Head of Quality.






5.1 Provide help across the organisation in developing and maintaining the HS2 Management System and provide advice to the organisation on quality matters. This helps the delivery of the HS2 programme in compliance with the stated requirements.
